In fact, one of the rules is that you can’t be a member of any political party on Nomination Day. Yet some Singaporeans are seeing this election as a referendum on the ruling party — because many of them are increasingly fed up with the way candidates have been selected.</p><p style=\"text-align: start;\">It’s not really a choice when an unelected body sets the rules for who gets to run, says Kirsten Han, activist, and author of the book, The Singapore I Recognise: Essays on home, community and hope, referring to the government appointed Presidential Election Committee, which has been criticized for the way it selects candidates. This is why Han, writing in her blog, says she’s planning to “nope out.” “Spoiling my vote is as much a political choice as picking a candidate,” she writes. “It signals disillusionment and displeasure with the status quo. It’s a rejection not just of the establishment candidates but the entire, stupid, infuriating process.”</p><p style=\"text-align: start;\">Han’s sentiments are not reflective of the norm. Voting is compulsory in Singapore and most people generally play by the rules. The number of spoiled votes in Singapore’s elections is historically low, accounting for only an average of 2.3% of all votes over the course of general elections from 1972 to 2015. Still, taken in the context of the island state’s voting population, that can amount to tens of thousands of people who are trying to tell the government they’re unhappy.</p><p style=\"text-align: start;\">The president’s role is supposed to be a unifying position, non-partisan and someone who can bring people together. Many of the responsibilities are ceremonial: receiving foreign dignitaries, attending state functions, and performing other community duties. Their real power, though, comes from being the person who has the final say on whether Singapore’s past reserves are used — the checks and balances on whether parliament is misusing its power. He or she can also instruct the anti-corruption agency to conduct an investigation, even if the prime minister objects.</p><p style=\"text-align: start;\">So it is no small role, and it is something Singaporeans care about. In a YouGov survey released on Aug. 30, more than two in five Singapore residents think integrity is the most important attribute to be possessed by a president<strong>.</strong> Amongst the strict qualifying criteria, citizens have to be at least 45 years old, be a person of integrity, good character, and reputation, and either have held a senior role in the civil service or government for at least three years or run a company that has had on average at least S$500 million shareholder equity during the three years they’ve been in charge.</p><p style=\"text-align: start;\">In the end, only three candidates made it:</p><ul><li><p>75-year-old Ng Kok Song, a former investment officer for Singapore’s sovereign wealth fund GIC, who has spent more than four decades in public service until he retired in 2013.</p></li><li><p>75-year-old Tan Kin Lian, a former head of NTUC Income, is trying his luck again.</p></li><li><p>66-year-old Tharman Shanmugaratnam, who spent more than two decades in office with the PAP, where he rose to deputy premier and senior minister. He resigned from his government posts to run in this election.</p></li></ul><p style=\"text-align: start;\">The problem is that none of them really qualify as anti-establishment. However, the government added that the case could be reopened should new evidence emerge.</p><p>In March 2023, Brazil’s Comptroller General of the Union had commenced a “preliminary administrative liability proceeding” against SembMarine’s local unit, Estaleiro Jurong Aracruz Ltda (EJA), for alleged “irregularities”.</p><p><strong>New director appointed</strong></p><p>Seatrium has also announced the appointment of Sarjit Singh Gill as its independent director.</p><p>Gill, who will step into the role with effect from June 1, will also be appointed as a member of the audit and risk committee upon his appointment as a director.</p><p>Gill is a senior partner with Shook Lin & Bok and is a senior counsel of the Supreme Court of Singapore since 1998. Intel might be on its way to becoming a viable manufacturing alternative to Taiwanese chip maker Taiwan Semiconductor Manufacturing.</p><p style=\"text-align: start;\">On Tuesday during a Q&A session with reporters in Taiwan, Nvidia (ticker: NVDA) CEO Jensen Huang was asked if the chip maker is looking to diversify its supplier base given the rising tensions between the U.S. and China.</p><p>The executive noted Nvidia’s close and long-term relationship with TSMC (TSMC), along with Samsung (005930.Korea), for manufacturing its chips.</p><p>“We have a lot of customers depending on us. And so our supply chain resilience is very important to us. We manufacture in as many places as we can,” he replied. “We’re open to manufacturing with Intel. And (Intel CEO) Pat (Gelsinger) has said in the past that we’re evaluating their process, and we’ve recently received the test chip results of their next generation process and the results look good.”</p><p>When the CEO of Nvidia publicly states a positive test result from Intel’s (INTC) Foundry Services’s coming chip manufacturing process, it is a significant moment. It shows the relationship between the two major semiconductor players is advancing.</p><p>Nvidia spokesperson said the company had nothing to add beyond Huang’s answers. Intel had no comment on Nvidia CEO’s remarks, but pointed to a prior announcement that stated Nvidia has committed to U.S. Department of Defense’s RAMP-C program to establish a domestic foundry infrastructure.</p><p>If a manufacturing partnership does develop, it would be a win-win for both companies. Intel would get its sorely needed flagship U.S. customer for its fledging chip-manufacturing business. Nvidia would get more diversity in suppliers in case U.S.-China geopolitics deteriorates, along with having another way to keep TSMC’s pricing in check.</p><p>Earlier this month, Intel executive Mark Gardner said the company’s Foundry Services offers a compelling proposition for its customers, citing what Intel says is a more geographically secure supply chain.</p><p>Intel’s chip-making factories and chip assembly/testing/packaging sites are placed in different places around the world, including the U.S., Gardner noted. In comparison, most of TSMC’s chip-making facilities are in Taiwan, though the company does have some facilities and offices in the U.S. and Europe and elsewhere in Asia.</p><p>According to TrendForce, TSMC has about 59% market share of the third-party chip-manufacturing business, followed by Samsung at 16%. Intel’s share is minimal as it begins to ramp up its foundry services to external customers.</p><p>Since joining two year ago, Gelsinger has implemented an aggressive turnaround strategy and bet the company on expanding the company’s foundry business. Even speculation that they may be marked as the <a href=\"https://investorplace.com/2023/05/are-pacw-and-wal-really-the-next-meme-stocks/\" title=\"next meme stocks\" target=\"_blank\" class=\"\">next meme stocks</a> hasn’t done much to restore enthusiasm. As these regional names teeter on the brink of a cliff, short sellers are seeing an excellent opportunity to pounce.</p><p style=\"text-align: start;\">Now, though, the ABA is alleging market manipulation as short selling threatens to push banks down even more. ABA Chief Policy Officer Naomi Camper recently <a href=\"https://www.marketplace.org/2023/05/05/have-short-sellers-been-tanking-bank-stocks/\" title=\"noted\" target=\"_blank\" class=\"\">noted</a>:</p><blockquote>“We’ve been in constant communication with our members, and they’ve shared with us their concerns, including engagement that they’ve seen on social media […] And many believe that their shares have been manipulated by short sellers. They’re seeing trading in their shares that defy the underlying fundamentals, and they’re worried about it.”</blockquote><p style=\"text-align: start;\">Gensler <a href=\"https://www.sec.gov/news/statement/gensler-statement-current-market-events-050423?utm_medium=email&utm_source=govdelivery\" title=\"responded to the requests\" target=\"_blank\" class=\"\">responded to the requests</a> for an investigation into the short selling of bank stocks last week. Specifically, he stated that the SEC is focused on “identifying and prosecuting any form of misconduct that might threaten investors, capital formation, or the markets more broadly.” However, <em>Politico</em> reports that a senior SEC official has made it clear that the agency is <a href=\"https://www.politico.com/news/2023/05/05/regional-bank-stocks-washington-help-00095557\" title=\"not currently considering any outright bans\" target=\"_blank\" class=\"\">not currently considering any outright bans</a> on short selling banking stocks. It is possible, though, that further investigation may change that — if the SEC finds convincing enough evidence.</p><h2 style=\"text-align: start;\">What Comes Next?</h2><p style=\"text-align: start;\">It’s true that PACW and WAL have seen <a href=\"https://investorplace.com/2023/05/halted-stocks-alert-bank-stocks-pacw-wal-face-trading-halts/\" title=\"multiple trading halts\" target=\"_blank\" class=\"\">multiple trading halts</a> recently as volatility has rocked the regional banking sector.
