Jin'an District of Lu'an City: Vigorously Developing Semiconductor-Led Future Industries to Answer the "Innovation Question"

In recent years, Jin'an District of Lu'an City has accelerated industrial upgrading, focusing on developing future industries led by semiconductors to drive high-quality economic growth. Facing challenges such as high energy consumption and declining efficiency in traditional industries, the district has prioritized innovation as the key to transformation.

Seizing policy opportunities from integration into the Hefei Metropolitan Area, Jin'an Economic Development Zone has established a 550-acre electronic information industrial park, offering comprehensive support in financing, industrial collaboration, and talent recruitment. Anhui Ge'en Semiconductor Co., Ltd. is one of the beneficiaries. Yang Lixun, Deputy General Manager of the company's technology center, stated, "R&D for high-tech firms is capital-intensive. Without strong government support, it would be difficult for us to sustain annual R&D investments of tens of millions. The 'Innovation Question' initiative reflects the synergy between enterprises and policymakers."

Thanks to government assistance and corporate efforts, Ge'en Semiconductor showcased its latest products at the World Manufacturing Convention, attracting significant interest. Li Hongyuan, a business client, remarked, "It's impressive to see domestic semiconductor firms advancing gallium nitride technology. We plan to deepen collaboration with Ge'en to drive industry growth."

So far, the industrial park has attracted 29 semiconductor firms, generating over 1.6 billion yuan in output from January to August this year—a 70% annual growth rate. Zhu Wenjing, Deputy Director of Jin'an Economic Development Zone Management Committee, emphasized, "To achieve high-quality development, we must cultivate advanced productive forces. We recently built a 50,000-square-meter electronic information park and supporting talent apartments to foster industrial clustering."

To consolidate emerging industries, Jin'an District is accelerating future-oriented sectors like hydrogen energy. Anhui Tomorrow Hydrogen Energy Technology Co., Ltd., a pioneer in hydrogen fuel cell R&D, has established the province's first hydrogen fuel cell industrial base. During the World Manufacturing Convention, the company secured an order for 500 hydrogen-powered trucks. General Manager Xu Sichuan noted, "Innovation is central to our strategy. We will expand R&D in fuel cell applications, including shipping and hydrogen production, contributing to China's carbon neutrality goals."

To deepen market reforms and improve the business environment, Jin'an District introduced a profit-sharing mechanism with Shanghai's Songjiang District, incentivizing cross-regional project investments. Anhui Saiflex Semiconductor Technology Co., Ltd. relocated from Xi'an under this policy. Vice President Shen Chen said, "The efficiency here is remarkable—our first-month orders exceeded 10 million yuan, and we expect to double capacity in the second half of the year."

Ma Haifeng, Deputy General Manager of Anhui Liusong Modern Industrial Park Operation Management Co., Ltd., added, "We are actively addressing the 'Innovation Question' through fiscal incentives, facilitating industrial relocation across the Yangtze River Delta."

From January to September, Jin'an District recorded 7.45 billion yuan in industrial investments, up 31.5% year-on-year, with a 67.8% surge in technological upgrades. Wang Li, Deputy Director of the District's Industry and Information Technology Bureau, stated, "By focusing on innovation and cross-regional collaboration, we aim to modernize traditional industries and lay a solid foundation for sustainable industrial growth."
