Winter Study Tour Gains Practical Insights to Empower Rural Revitalization

From November 24 to 28, 2025, a specialized training program on learning the "Thousand Villages Demonstration, Ten Thousand Villages Renovation" project experience and comprehensively advancing rural revitalization was held at the Northwest A&F University National Cadre Education and Training Base.

Participants from frontline rural revitalization teams across the city braved the cold weather with eagerness to learn. They immersed themselves in the training, hoping to draw wisdom from the "Thousand Villages Demonstration, Ten Thousand Villages Renovation" project to inject stronger momentum into their hometowns' revitalization efforts, demonstrating a strong sense of responsibility and proactive spirit.

The training adopted a five-in-one model combining "thematic lectures, case studies, on-site teaching, discussion exchanges, and outcome sharing."

During the program, experts and professors interpreted the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and delivered key lectures on the "Thousand Villages Demonstration, Ten Thousand Villages Renovation" project experience, industrial model selection, AI short video production, and agricultural product marketing strategies.

In on-site teaching sessions, participants visited and studied 10 demonstration sites for industrial development and rural construction. These included: - Yangling Tianxi Village’s integrated agricultural, cultural, and tourism development model. - Yangling Smart Agriculture Demonstration Park’s digital agriculture and intelligent equipment. - Qianyang County’s apple trial demonstration base and standardized orchard cultivation methods. - Liquan County’s Yuanjia Village collective economic development model. - Wugong County’s Nie Village civilization village construction. - Wugong County’s Beihan Village agricultural product processing industry development.

Through comprehensive theoretical training, on-site learning, case analysis, and discussion exchanges, participants deepened their understanding of applying the "Thousand Villages Demonstration, Ten Thousand Villages Renovation" experience to advance rural revitalization. The program broadened their perspectives, ignited their enthusiasm for practical work, and consolidated a strong collective force for rural revitalization, injecting continuous momentum into achieving the city’s goal of "100 demonstration villages, overall village improvement."

**Post-Training Action Plans**

Shi Wenhu, Chief Agronomist of the Municipal Agriculture and Rural Affairs Bureau, emphasized leveraging the demonstration role of village collective economies. Measures include implementing the "Weak-to-Strong Village Collective Economy Action," promoting the "One Village, One Enterprise" model, and drawing lessons from Yuanjia Village’s integrated primary, secondary, and tertiary industries. For example, Yatao Village in Yintai District is developing a 12-acre farming experience park to boost employment and income, integrating courtyard economies, grape trellises, and homestays.

Improving infrastructure utilization is another priority. Lessons from Yangling Tianxi Village’s road construction and disorderly building cleanup will guide local efforts. Towns and villages are encouraged to organize cultural and sports events during traditional festivals to maximize public facility usage.

Strengthening specialized and chained industries is crucial. By integrating agriculture, processing, and cultural tourism—such as leveraging red tourism sites like Zhaojin and Chenlu Ancient Town—local economies can shift from "selling products" to "selling experiences."

Rural construction must balance livability and practicality. Blindly copying urban models should be avoided. Instead, efforts should focus on solving pressing issues like sanitation and elderly care, while involving villagers in governance.

Building a co-creation, co-governance, and shared-benefit model is essential. Practices like Wugong County’s Nie Village’s funeral reform and Zhejiang’s "enriching minds and pockets" approach will be adopted to foster civilized rural customs.

**Regional Implementation Plans**

Yin Shaofeng, head of the Human Settlements and Rural Construction Group in Yaozhou District, outlined plans to enhance rural environment and waste management through scientific planning, garbage treatment breakthroughs, and integrating ecology with industry and culture.

Xu Lin, Deputy Mayor of Guangyang Town, Yintai District, highlighted achievements like 250+ acres of high-standard apple orchards and 61 "Five-Small" public spaces. Future work will focus on orchard upgrades, environment improvement, and digital promotion.

Yang Ting, from the New District Agriculture Bureau, cited Yelupo Village’s 2,300-acre vineyards as an example. Plans include digital branding, smart farming, and expanding processing and logistics to boost collective income.

Gao Hairu, Deputy Party Secretary of Luozhai Village, Wangyi District, aims to transform governance strengths into development wins. Initiatives include "Golden Chrysanthemum + Apple" value chains, agritourism routes, and skill training to turn villagers into industry technicians.

Chen Yan, Deputy Party Secretary of Qipan Village, Yijun County, targets becoming an "agricultural processing hub." Strategies include shared workshops, unified branding, and cultural events to preserve rural heritage while modernizing production.

The training has equipped participants with actionable insights to drive tangible progress in rural revitalization, ensuring that "strong agriculture, beautiful countryside, and prosperous farmers" become a reality.
