The subsidiary product sampling failure involving Henan Shuanghui Investment & Development Co., Ltd. (000895.SZ) has reached its final verdict.
On the evening of October 9, Shuanghui Development disclosed in an announcement that due to issues including excessive lincomycin residue detected in pork hind leg meat produced by its controlling subsidiary Wangkui Shuanghui Beidahuang Food Co., Ltd. ("Wangkui Shuanghui"), the company, its subsidiary, and relevant directors and senior executives collectively received 8 Administrative Penalty Decisions, with total fines and confiscations amounting to approximately 129 million yuan.
The impact of this food safety incident extends far beyond the direct economic penalties. In recent years, Shuanghui Development's performance growth has continued to slow, compounded by the rising wave of health-conscious consumption, its meat products business centered on ham sausages was already under pressure; now that the food safety incident has been finalized, it undoubtedly sounds another warning bell for this meat processing giant.
A "Penetrating" Penalty Notice
The core origin of this penalty can be traced back to August 28, 2025. On that day, during a food safety supervision sampling inspection organized by relevant authorities, pork hind leg meat produced by Wangkui Shuanghui was tested, and the lincomycin test result was deemed non-compliant, involving a total of 910 pigs, with a total product value of 1.701 million yuan.
The penalty intensity can be described as "penetrating." Wangkui Shuanghui had 1.6539 million yuan of illegal gains confiscated, was fined 33.0779 million yuan, and was issued a warning plus a 50,000 yuan fine for failing to implement the pre-slaughter fasting and resting system for pigs as required; Shuanghui Development had 1.701 million yuan of illegal gains confiscated, was fined 34.0193 million yuan, and was simultaneously issued a warning plus a 2 million yuan fine by the Luohe Municipal Market Supervision Administration.
More noteworthy is the personal accountability imposed on senior executives. Chairman Wan Hongwei was fined 37.6462 million yuan, President Ma Xiangjie was fined 5.661 million yuan, Vice President Qiao Haili was fined 6.4694 million yuan, and Chief Engineer Wang Yufen was fined 6.5862 million yuan.
The total fines in this incident amounted to approximately 129 million yuan; Shuanghui Development stated in its announcement that the above penalties will result in a reduction of 63.8066 million yuan in the company's net profit attributable to shareholders of the listed company for the 2026 fiscal year.
That same evening, Shuanghui Development also published an Announcement on Sincerely Accepting the Administrative Penalty Decision on its official website, and announced six major rectification plans, covering source procurement control, inspection and testing upgrades, production process control, strengthening professional personnel, full-chain safety systems, and deepening all-staff training, conducting a comprehensive rectification and improvement of its existing food safety management system.
However, this food safety incident has brought more than just direct economic impact. Lin Yue, Chief Consultant at Lingyan Management Consulting and an analyst in the catering and food industry, told reporters that "this incident will have a profound impact on its future brand trust, product sales, and even the capital market level; the severity of the lincomycin exceedance detected this time far surpasses a quality defect, and the blow to brand reputation is enormous."
Shuanghui Development is a leading domestic meat processing enterprise, owning the well-known meat industry brand "Shuanghui," but in recent years, Shuanghui Development's performance has been less than satisfactory, with revenue continuously declining since 2021, from 73.9 billion yuan in 2020 to only 59.274 billion yuan in 2025; in the first half of 2026, its revenue was 28.086 billion yuan, a year-on-year decrease of 1.16%; net profit was 2.306 billion yuan, a year-on-year decrease of 0.76%.
In the first half of 2026, 71.5% of Shuanghui Development's revenue came from the distribution model; as of the end of June 2026, the company had a total of 22,800 distributors, an increase of 372 or 1.66% compared to the beginning of the year, but its distribution revenue was 20.082 billion yuan, a year-on-year decrease of 0.1%.
The Transformation Challenge Amid the Health Wave
Shuanghui Development's two pillar businesses are meat product processing and slaughtering; in the first half of 2026, they accounted for 42.95% and 45.38% of revenue respectively. The revenue decline in the first half of this year was mainly due to the slaughtering business, which generated 12.746 billion yuan in revenue, a year-on-year decrease of 7.43%.
The meat products business, including various ham products, generated 12.064 billion yuan in revenue in the first half of this year. Although it grew 7.64% year-on-year, profound changes in the external consumption environment have brought greater challenges to this business segment.
Regarding the poor performance in recent years, Lin Yue analyzed that "in addition to the cyclical downturn in pork, there is also the problem of shrinking traditional channels. Shuanghui did not quickly follow up on emerging channels, especially being slow to act in instant retail, membership stores, snack bulk retail, and other channels; the original distribution system is gradually declining. Additionally, product and brand aging has already shown its impact; the core product ham sausage has not kept up with changes in consumption habits, and market awareness of new products has not yet been established, contributing limitedly to overall performance."
In recent years, people's demand for healthy eating has further deepened, and sugar reduction, salt reduction, zero additives, and clean labels are shifting from optional choices to mandatory requirements in the food industry. Facing this trend, Shuanghui Development is accelerating its layout. In April 2026, the company held a new product launch event in Shanghai, focusing on healthy consumption upgrades, introducing five new product series including flaxseed pork sausages, ham, and bacon, shaping a high-end brand image; in May, the company sponsored the "Shuanghui Jiansong Cup" healthy weight and fat competition in Luohe city, conveying the brand's health philosophy; currently, the company's health-oriented products include Shuanghui Pro pork sausages, light-salt luncheon meat, and other products, as well as the Jiansong brand featuring low-sugar, low-fat, low-sodium, and high-protein products.
However, from the current product structure perspective, traditional high-temperature meat products such as ham sausages and ham remain the company's mainstay. In its 2026 semi-annual report, Shuanghui Development mentioned that "Shuanghui Wangzhongwang" is its star product. Whether health-oriented new products can succeed traditional blockbuster products in terms of scale and profitability still requires time to verify.
Regarding the current challenges facing Shuanghui Development, Lin Yue told reporters that the health-oriented consumption trend's impact on traditional high-temperature meat products is irreversible, and Shuanghui currently faces many challenges, such as emerging brands like Fengwei Pai that possess strong product capabilities and have seized the advantages of emerging channels, dealing a blow to Shuanghui; on the other hand, the Shuanghui brand faces a trust crisis, and new product development is too slow. Therefore, in the future, Shuanghui needs to rebuild its brand through product strength. In addition to ensuring food safety and quality standards, it must also make products younger and healthier, gaining more touchpoints with consumers on new channels and new platforms."
On October 10, in response to reporters' questions about the impact of the food safety incident on the company's subsequent product sales and brand influence, as well as the reasons for poor performance, Shuanghui Development replied to reporters, stating, "You may refer to the official announcements and the 2026 semi-annual financial report."
