Financial Incentive for Retiring Old Public Buses Offers Up to 110,000 Yuan Per Vehicle

An implementation plan for subsidies related to the renewal of new energy city buses and their power batteries by 2026 has been issued in Hebei Province. The policy aims to phase out outdated public buses, with a maximum subsidy of 110,000 yuan available per vehicle.

The plan, aligned with national and provincial initiatives for large-scale equipment renewal and consumer goods replacement, adopts a fixed-amount subsidy model. Its goal is to accelerate the retirement and replacement of old city buses and facilitate the replacement of power batteries for new energy buses already in service. This effort seeks to continuously promote the green, low-carbon transformation and high-quality development of urban public transportation across the province.

Authorities from the provincial transport department stated that the subsidy policy is closely tied to objectives for upgrading bus fleet capacity, enhancing operational safety, and promoting resource efficiency. It details the scope of eligible applications, differentiated subsidy standards, the complete chain of application and review procedures, and specific regulations for supervising special funds. This approach aims to precisely support eligible public transport operators within the province in implementing projects to update old vehicles and replace power batteries.

The plan specifies that eligible applicants are public transport enterprises that have legally obtained operating licenses and provide urban passenger transport services. The subsidies cover two main scenarios. The first is the replacement of in-service city buses that were registered on or before December 31, 2018. The second is the replacement of power batteries for new energy buses that have exceeded the original manufacturer's warranty period or fail to meet safety performance standards by December 31, 2026. Cities are directed to prioritize scrapping old new energy city buses. Based on fund availability and the demand for scrapping and replacing outdated city buses, they may also scrap fuel-powered city buses and replace them with new energy models.

The subsidy standard follows a categorized fixed-amount structure. For replacing a vehicle with a new energy city bus, the subsidy is 100,000 yuan per vehicle. If the replacement is specifically with a low-floor or low-entry new energy city bus, the subsidy increases to 110,000 yuan per vehicle. However, the subsidy amount cannot exceed the purchase price of the new vehicle. For replacing a power battery, the subsidy is 42,000 yuan per vehicle, which also must not exceed the purchase price of the new battery.

The application process combines online and offline methods. After completing vehicle purchases or power battery replacements, relevant enterprises must submit information online, upload supporting documentation, and file application forms with their local transport authorities. The deadline for subsidy applications for the current year is December 31, 2026. The fund review and disbursement process follows a county-level review and city-level verification system. Subsidies allocated for the 2026 fiscal year are designated exclusively for bus renewal projects implemented within that same year.
