It was learned from the Ministry of Industry and Information Technology that today (October 21), the "Notice on Carrying Out the Construction of Specialized and Innovative Empowerment Centers" was officially issued.
During the "15th Five-Year Plan" period, China will build approximately 30 specialized and innovative empowerment centers, establishing a nationwide service network to provide strong support for the innovative development of small and medium-sized enterprises.
Specialized and innovative empowerment centers, simply put, are service institutions dedicated to serving technological innovation in small and medium-sized enterprises. They are required to focus on segmented industries, deliver high-level technical services, and serve as "innovation partners" for small and medium-sized enterprises.
According to the notice requirements, the construction will follow a model of joint ministry-provincial co-construction, with pilot programs first and subsequent broader rollout. Closely aligning with enterprise technological innovation needs, the centers will integrate laboratories, research platforms, talent, finance, and other various innovation elements. They will not only help enterprises tackle "bottleneck" technologies and promote the industrialization of scientific and technological achievements, but also support enterprises in participating in standards development and forming innovation consortia. At the same time, they will support digital-intelligent and green transformation, organize supply-demand matching along industrial chains, and help enterprises expand both domestic and international markets.
In terms of the application process, local authorities will formulate construction plans and submit them to the Ministry of Industry and Information Technology. After expert review, work will begin under a preparatory status, with the preparatory period generally lasting one year. Upon passing acceptance inspection, the center will be officially designated and will provide services nationwide. An annual performance evaluation system will be established. Those with substandard services will be required to rectify within a specified period, and those failing for two consecutive years will be removed.
Next, the Ministry of Industry and Information Technology will coordinate the construction of a nationwide specialized and innovative empowerment network, promote the coordinated linkage of innovation resources, address shortcomings in technological innovation services for small and medium-sized enterprises, and continuously cultivate more specialized and innovative "little giant" enterprises, providing solid support for developing new quality productive forces and building a modern industrial system.
