Since 2025, Jilin Province has focused on deep processing of agricultural products and refined food production, extending industrial chains such as "grain-to-food," "livestock-to-meat," and "agriculture-to-industry." The province's agricultural product processing sector has maintained robust growth. From January to October, the output value of above-scale agricultural product processing enterprises reached 237.099 billion yuan, a year-on-year increase of 5.34%.
To enhance industrial quality and efficiency, Jilin implemented six key measures:
1. **Strategic Planning for Comprehensive Development**: The Provincial Rural Affairs Office led the formulation of the *Three-Year Action Plan for High-Quality Development of Agricultural Product Processing (2025–2027)*, coordinating efforts across 14 provincial departments and state-owned enterprises. The plan focuses on enterprise cultivation, quality upgrades, technological innovation, and brand marketing.
2. **Policy Support**: Four towns were approved for national agricultural industrial town projects, while another four passed the third-round national evaluation, securing 40 million yuan in central fiscal funding. Additionally, the corn industry cluster was listed as a national advantageous specialty cluster, receiving 60 million yuan in central subsidies and attracting over 400 million yuan in private investment to extend industrial chains and boost agglomeration effects. Loan interest subsidies and guarantee fee support totaling 7.87 million yuan were also provided to ease corporate financing pressures.
3. **Project-Driven Growth**: A 2025 project list for the agricultural processing industry was established, with 259 projects—including Meihua’s 600,000-ton amino acid facility and a 1-billion-ear fresh corn processing line—now operational. At full capacity, these projects are expected to generate an additional 21.5 billion yuan in annual output.
4. **Enterprise Cultivation**: A full-cycle management system for agricultural industrialization leaders was refined, fostering 106 new provincial-level enterprises (85 newly certified, 21 in reserve)—the highest growth in five years. Currently, the province hosts 736 provincial or higher-level agricultural industrialization leaders, including 71 national-level enterprises.
5. **Problem-Solving Services**: The provincial government partnered with research institutions to facilitate technology transfers, resulting in 246 technical achievements, such as pre-seasoned chicken products, intelligent drying for tremella mushrooms, functional ginseng-wheat foods, and rhodiola health beverages. Financial institutions also connected with leading enterprises, promoting 116 high-quality rural projects worth 11.8 billion yuan, with 3 billion yuan in financing needs. Over 10 companies, including Hengtong Eco-Agriculture, secured preliminary funding agreements.
6. **Inter-Provincial Collaboration**: Agricultural processors conducted field visits to Shandong and Henan, securing 15 contracts worth 2.3 billion yuan and 26 letters of intent totaling 270 million yuan, injecting external momentum into the industry.
