On October 24, the first session of the Seventh People's Congress of Yuelu District, Changsha City opened, and a government work report that both looks to the distant horizon and stands firmly on the ground was released, sparking lively discussion among district people's congress delegates. Combining their actual work, everyone shared their feelings, discussed development, and offered good suggestions, jointly drawing up the blueprint for the new district's development.

This year's government work report mentioned "artificial intelligence" many times. The new district's AI industry is developing rapidly with many enterprises, and the next-generation information network industry cluster has been selected as a national innovative industry cluster and approved as a national data industry agglomeration zone. Behind this is the new district's accurate grasp of industrial laws: capturing the trend, laying out plans in advance, and forming chains with momentum. AI develops quickly, and hidden dangers follow: training data leaks, prompt injection attacks, agents arbitrarily invoking tools, and sensitive data being carried out. In reality, AI face-swapping and AI-synthesized voices can fake authenticity in seconds, and people have already been harmed by this. This also reminds us: information such as ID cards, bank cards, and medical examination reports should not be casually uploaded to AI tools. Therefore, AI cannot "develop first and govern later"; it must "develop and govern in sync, with innovation and security equally emphasized." Facing the development trend and security needs of AI, security capabilities should be systematically embedded into the entire AI lifecycle, using vertical-domain large models for cybersecurity, AISOC, and other tools to strengthen protection capabilities, automatically identify and assess, and respond to and handle security incidents. As a cybersecurity enterprise, our positioning is very clear: to be a good security partner for the artificial intelligence industry. We are using AI to reconstruct security capabilities so that security becomes "intelligent" first; joining forces with the ecosystem to deeply embed security into the AI industry, ensuring risks are "visible, interceptable, detectable, and traceable," so that AI always creates value within human control.

"Newly renovated, expanded, or constructed 100 primary and secondary schools and kindergartens," "118,700 new school seats added," "awarded as a national experimental zone for primary and secondary school science education"... These figures and titles are inspiring. "Studying well at the foot of Yuelu Mountain" is not only a livelihood project for capacity expansion and quality improvement, but also a long-term investment in optimizing the business environment, attracting talent, and enhancing regional competitiveness. I am very happy to witness the new district's education moving from "sufficient school seats" to "quality and balance." Now, I pay more attention to students' mental health, especially those children who "look fine." They are quiet, sensible, and their grades are passable, but their emotions are not seen. Mental health education values early detection, early intervention, and early support. I suggest placing students' mental health in a more prominent position, establishing normalized identification, intervention, and support mechanisms, coordinating attention to deeper issues such as labor education practice and vocational education connections, and creating a more inclusive environment for children's all-round development and individual growth. Mental health cannot rely only on psychological teachers "fighting alone"; it must be treated as everyone's business. Homeroom teachers can "identify signals," subject teachers can "lend a hand," the door of the psychological counseling room can be pushed open at any time, and parents must always "pay attention." The Affiliated High School of Hunan Normal University continues to strengthen mental health education: the door of the psychological counseling room opens from noon to before the first class in the afternoon, so children do not need to ask for leave or summon courage and can come whenever they want; homeroom teachers receive psychological crisis identification training in batches, first learning to "recognize signals"; regular labor practice is carried out so that children can sweat, cooperate, and take responsibility in real labor. Do not wait until problems arise to remedy them; let children know before they collapse: someone sees them, someone cares, someone is always there.
Li Zhen, Representative of the Seventh People's Congress of Yuelu District, Captain (Director) of the Yuelu District Fire Rescue Brigade (Bureau)
"Safety" was mentioned many times in the report. I also noticed that the sentence "never relax in guarding the bottom line of safety" was followed by a set of data: 40,000 safety hazards investigated and rectified. These 40,000 hazards are not numbers on a report, but clutter piled up in corridors for years being cleared away, and privately connected and randomly wired electricity lines in small shops being put in order. Applied to specific people, it means a person returning home safely from work, with lights at home, food, and someone waiting. In fact, these hazards are not difficult to fix; what is difficult is that people do not take them seriously, which leads to more hazards. Electric vehicles charging with flying wires, clutter piled in corridors, and blocked fire passages are all old problems. To put it plainly, many people are not unaware of the danger, but think "it won't be so coincidental" and believe danger will not fall on them. Daily publicity and education should be strengthened. The new district's 17 fire stations are open for free every weekend, and residents are welcome to come for an "immersive experience." Smelling smoke once and participating in an "escape" once is more useful than hearing ten lectures. In addition, the new district is vigorously developing "AI+" and "AI + firefighting" should also keep up. For example, AI cameras linked with alarms and special lithium battery fire extinguishing agents for rapid handling can compress the time for "discovery" and "extinguishing" into the same minute. At the same time, attention should be paid to the construction of micro fire stations to make the safety defense line stronger. In the final analysis, safety cannot rely only on inspection and handling, but more on everyone's heartfelt attention. I hope everyone keeps safety in mind, and everyone can work and live safely and happily.
