Since its official launch on February 24, the Hefei Innovation and Entrepreneurship Comprehensive Service Platform, known as "Chuangxiang Hefei," has handled 796 inquiries from businesses and entrepreneurs, resolving 795 of them with a completion rate of 99.9%. Among the 143 inquiries received through the WeChat public account and the service hotline "400-800-1234," 22 related to finding application scenarios, 13 involved financing, while others covered topics such as venue rental and cluster registration. The response time ranged from as little as 2 hours to no more than 3 working days.
One phone call led to multi-department support for Hefei Liuxian Suyun Information Technology Co., Ltd., an AI software company operating in Hefei for ten years. The firm had struggled to find suitable promotion channels for its new technology, "Character Blocks." After the platform's launch, Deputy General Manager Xu Lu promptly called the hotline seeking government support. Within two working days, she received a call from the Municipal Development and Reform Commission. A second meeting was arranged within five days, and by the 20th day, the company received a formal research notice. On the 27th day, officials from the commission and the Hefei High-Tech Zone Science and Technology Bureau visited the company for discussions, gaining detailed insights into technology applications and promotion challenges. Xu Lu has since outlined the company's next steps: a technology demonstration to relevant departments in early April, followed by a new product launch event.
Reflecting on the process, Xu noted that previously, understanding policies required visiting various departments in person, often without knowing whom to contact. Now, with "Chuangxiang Hefei," she feels the platform has taken significant strides on her behalf.
Follow-up surveys on the 143 inquiries highlighted the platform's role in reducing time costs for policy access and request coordination. Many entrepreneurs from outside Hefei and recent graduates expressed appreciation for the city's welcoming approach, facilitated by the platform's commitment to responding to every query and ensuring results.
Yu Xiaoyang, General Manager of Hefei Jingyang Technology Co., Ltd., shared his experience. Before the platform's launch, as a startup representative, he participated in functional consultations. After its debut, he immediately called the hotline to inquire about policies for applying for high-tech enterprise status. Startups often face challenges due to unfamiliarity with local procedures, requiring multiple calls and sometimes giving up after a month of confusion, he explained. To his relief, staff from the Hefei High-Tech Zone Science and Technology Bureau soon provided on-site guidance. Yu now advises fellow entrepreneurs to turn to "Chuangxiang Hefei" for startup-related questions.
"Chuangxiang Hefei" aims to become a top-tier national innovation and entrepreneurship service platform, centered on a "one-number, one-website, one-code" multi-channel system for efficient service delivery. Entrepreneurs can access support via a dedicated hotline, desktop portal, or WeChat public account anytime. To ensure service quality, the platform employs a "four-one" guarantee system: a dedicated team for coordination, a central operational hub, institutional mechanisms, and categorized service empowerment. Hotline operators, trained by the municipal 12345 government service hotline, ensure accurate policy communication and rapid responses.
Integrating 21,000 data points, the platform addresses full lifecycle needs such as company registration, venue sourcing, financing, and policy matching, providing clear answers to entrepreneurs. It also features a "1+N" one-stop service matrix and innovative offerings like an AI entrepreneurial assistant named "He Xiao Chuang." Starting with a call, a conversation, or a site visit, "Chuangxiang Hefei" demonstrates its commitment to rapid response, partnering with entrepreneurs to foster a promising future in Hefei's nurturing environment.
