The Songjiang District People's Government of Shanghai has issued the "Outline of the 15th Five-Year Plan for National Economic and Social Development of Shanghai's Songjiang District." The document emphasizes adhering to an industrial foundation for the district and strengthening it through industrial development, implementing actions to supplement, extend, and strengthen industrial chains. With advanced manufacturing as the backbone, the plan aims to expand and strengthen two leading industries each with an output value target of 100 billion yuan: next-generation information technology, led by intelligent terminals, intelligent computing services, and satellite internet, and high-end equipment represented by new energy facilities and instrumentation.
The district will also actively develop four key industries each with an output value target of tens of billions of yuan: advanced materials, life health, fashionable consumer goods, and cultural tourism and film. It will implement a "one industry, one task force" approach and compile "one report and one industrial map per industry" to systematically promote industrial agglomeration and development. Support will be provided for introducing enterprises in key segments and core technologies to improve and extend industrial chains, enhance collaboration between upstream and downstream links, and strengthen industrial agglomeration effects and innovation capabilities, thereby forming an efficient collaborative network of "leading enterprises + small and medium-sized enterprises."
The district will continue to advance the construction of municipal-level and above specialized industrial clusters for small and medium-sized enterprises, with a key focus on building specialized industrial clusters represented by "AI+Space-Air-Ground Integration" next-generation information technology.
