Hebei's "15th Five-Year Plan" Commencement: Zhangjiakou Expands "AI+" Applications to Empower Key Industries

Deep News07-21

Leveraging its advantages in computing power and new energy, Zhangjiakou is driving the deep integration of artificial intelligence with industry to empower key sectors.

Located in the Qinhuai Data Huailai Headquarters Base near Beijing in Huailai County, the initiative is a strategic move. On July 17th, at the dispatch and command center of China Coal Zhangjiakou Coal Mining Machinery Co., real-time data displayed on high-definition screens clearly presented the operational status of various links including R&D, production, supply chain, and sales. Artificial intelligence is bringing profound changes to this established coal mining machinery enterprise. By constructing an "AI+ coal mining equipment manufacturing" system covering key production processes, the company has increased production turnover efficiency by 25%, shortened product delivery cycles by 15%, improved overall labor productivity by 9% year-on-year, and significantly enhanced market competitiveness.

At HBIS Group's Zhangxuan Technology, multiple AI models serve as the "most powerful brain" for this steel enterprise. From raw material transportation and furnace charging to the production of steel billets and plates, and further to the loading and shipment of finished products like steel coils and precision alloy parts, Zhangxuan Technology has achieved digital control over the entire production process, greatly improving production efficiency and product quality. Today, an increasing number of enterprises in Zhangjiakou are embracing the wings of artificial intelligence to accelerate their transformation and upgrading.

It is understood that Zhangjiakou City views the development of artificial intelligence as a strategic choice to seize new opportunities presented by the latest technological revolution and industrial transformation, coordinating efforts to advance computing infrastructure, technological innovation, and integrated application. To date, the city has compiled a list of 149 "AI+" application scenarios to empower the transformation of key industries and shape new drivers for high-quality development.

What advantages does Zhangjiakou possess for developing AI? Firstly, computing power; secondly, green electricity. Computing power is the core driver for AI development. As a core city within the Beijing-Tianjin-Hebei computing power hub node of the national "East Data, West Computing" project, Zhangjiakou's total computing power scale ranks among the top in the province. So far, the city's general computing power has reached 11,000 P, intelligent computing power has reached 260,000 P, and the operational computing power accounts for over 50% of the provincial total. Among the 12 nationally recognized backbone data center enterprises, 9 have established operations in Zhangjiakou, continuously enhancing the competitiveness of the computing power industry.

Computing power, in turn, relies on power supply guarantees. Zhangjiakou is rich in green electricity resources. By 2025, the city's installed renewable energy capacity is expected to exceed 46 million kilowatts, with annual power generation surpassing 75 billion kilowatt-hours. By the end of the "15th Five-Year Plan" period, the city's green electricity guarantee capability will be further improved. Sufficient, stable, and low-cost green electricity will provide sustainable support for data centers, AI training, and computing power operations.

Riding the wave of artificial intelligence, Zhangjiakou's wind and solar resources are being transformed into electricity, into computing power, and into AI application scenarios, multiplying the value of its abundant clean energy.

Relying on a solid foundation of computing power and power security, Zhangjiakou City, with a focus on industrial upgrading towards high-end, intelligent, and green transformation, is strengthening innovation drive, scenario application, and ecosystem cultivation to promote AI in empowering traditional industry upgrades and emerging industry development.

Focusing on key industries, the city uses "intelligent transformation and digital transition" as a lever to promote the deep embedding of digital and intelligent technologies into the entire chain from R&D design, production manufacturing, to supply chain management. The digital transformation of enterprises above a designated size is accelerating comprehensively.

To promote the deep integration of AI with industry, the city has outlined a roadmap for key industries: "AI+ New Energy" focuses on developing application scenarios such as intelligent monitoring and power prediction for wind farms, intelligent operation and maintenance and cleaning for photovoltaic power stations, and full lifecycle management and safety warning for energy storage systems. "AI+ Sports, Culture, and Tourism" centers on post-Olympic economic development, promoting AI applications in scenarios like competition data analysis, smart venue operation, immersive cultural tourism experiences, and personalized travel service planning. "AI+ Big Data" revolves around data center clusters, developing industries like intelligent computing services, data annotation and governance, and large model training and inference. "AI+ Green Manufacturing" supports local advantageous industries such as equipment manufacturing and food processing in applying AI technology to optimize production processes and enhance product lifecycle quality traceability capabilities.

To strengthen innovation-driven development and leverage innovation resources from Beijing and Tianjin, the city focuses on data services, algorithm applications, industry solutions, operational services, and intelligent application deployment. It is engaging in deep cooperation with algorithm companies, software firms, data service providers, and AI enterprises from Beijing and Tianjin to develop new forms of the intelligent economy. It is reported that the city will also strengthen cooperation with universities and research institutes in Beijing and Tianjin to conduct technological research on key areas such as computing power scheduling, data security, large model applications, and computing-power synergy.

According to plans, Zhangjiakou aims to achieve a batch of landmark outcomes and replicable, scalable solutions by promoting the deep application of AI technology in key industries.
