On October 20, the Provincial Department of Industry and Information Technology, together with the China Center for the Promotion of Small and Medium Enterprises Development, held the launch ceremony of Liaoning Province's second batch of specialized, refined, distinctive and innovative enterprise cultivation and empowerment projects, along with the opening ceremony of the first phase of a talent training class, at the Liaoning Provincial Small and Medium Enterprises New Industrialization Institute.

This general quality-improvement empowerment training class lasts for four days and brings together key management personnel from 44 specialized, refined, distinctive and innovative "little giant" enterprises from across the province.

The training invites dozens of experts and scholars from well-known domestic and international universities, consulting firms, enterprises and public institutions. Centered on topics such as the interpretation of the 15th Five-Year Plan, the specialized, refined, distinctive and innovative development of small and medium enterprises, and the building of corporate organizational management systems, the program provides enterprises with full-cycle, all-round and multi-tiered support and services through case-based teaching, benchmarking study tours and other supporting activities.

Specialized, refined, distinctive and innovative enterprises are an important force for enhancing the vitality and resilience of industrial chains. Last year, the province successfully implemented the first batch of cultivation and service projects, accumulating practical experience in talent cultivation, management diagnosis and quality diagnosis. On this basis, the province has launched the second batch of cultivation and empowerment projects in line with its industrial realities and enterprise needs.

The projects consist of three thematic training classes covering general quality improvement and empowerment, artificial intelligence, and integrated circuits, while simultaneously carrying out quality diagnosis, management diagnosis and technological innovation services. They also link up high-quality resources such as universities, research institutes and third-party service providers to help specialized, refined, distinctive and innovative enterprises achieve high-quality development.

A relevant official from the Provincial Department of Industry and Information Technology stated that in the future, the department will strengthen cooperation with the China Center for the Promotion of Small and Medium Enterprises Development, optimize and improve service content according to enterprise needs, and precisely provide empowerment services such as management improvement, quality optimization and technological innovation, so as to further enhance the core competitiveness of small and medium enterprises.
