Chaoyang District in Changchun Drives Service Sector Upgrade Through Innovation and Cluster Strength

Deep News10-21

On October 13, Changchun held a citywide service industry conference, setting out a clear plan to expand and upgrade the service sector, push producer services toward the high end of the value chain, move consumer services toward diversified high quality, and burnish the "Changchun Service" city brand.

As a core urban district and a "center of urban vitality," Chaoyang District 鈥?home to four major commercial zones, historical and cultural tourism resources, and dense commercial office buildings 鈥?is building on its existing strengths, addressing development shortcomings, and seizing the opportunity of preparations for the Winter World University Games to map out a new layout in the race for high-quality service sector development.

Gathering Momentum as the Service Sector Foundation Grows Firmer

In recent years, Chaoyang District has treated service sector development as an important lever for stabilizing growth, adjusting structure, and strengthening momentum, with the sector's scale continuing to expand and its structure steadily improving.

At present, the district's key service industry operating revenue has exceeded 10 billion yuan, the number of service enterprises above designated size has reached 126, and high-tech services account for nearly 30 percent; relying on the core advantage of the "four major commercial zones," it has introduced more than 300 brand first stores, and the clustering effect of consumer venues continues to be released.

New business formats and new scenes are constantly emerging. Since the start of this year, Chaoyang District has used the first-store economy as a breakthrough point, launching two provincial-level first stores 鈥?the "Zhe You Shan" Changchun Winter World University Games licensed specialty store and the JD.com (JD) electronics city flagship store 鈥?as well as 15 city-level first stores; Eurasia Shopping Mall successfully introduced the "Fujian Youshen," completing its first performance in the three northeastern provinces; and the Chongqing Road core commercial zone is accelerating its transformation and upgrading, integrating quality merchant resources and incorporating trend, music, cultural creativity, and Winter World University Games elements to create a differentiated specialty consumer landmark.

Through the "first store + first show + specialty experience" model, Chaoyang District continues to inject fresh business formats into the commercial zones and continuously activate urban consumer vitality.

Producer services are also improving in quality and efficiency. "We will continue to build a diversified service product system with regional characteristics and push the human resources service industry toward digital, value-oriented, and diversified development," said Liu Yuanyuan, general manager of Jilin Province Foreign Enterprise Service Co., Ltd.

This local enterprise, which has focused on the human resources service field for 35 years, completed revenue of 665 million yuan from January to August this year, up 3.4 percent year on year, becoming a typical representative of the transformation and upgrading of the region's professional services sector.

While consumer scenes and professional services grow steadily, the building economy, as an important potential carrier for improving the quality and efficiency of Chaoyang District's service sector, still suffers from uneven revitalization of resources.

The district currently has 62 key commercial buildings with a total area of 2.2651 million square meters, and the revitalization rate of idle space has reached 81 percent; among them, 30 standalone buildings are vacant, with a revitalization rate of 18 percent, and 504,100 square meters of space await revitalization, leaving the value of existing carriers still to be further released.

Integration and Transformation Turn Traffic into Incremental Growth

As the "core origin" of Changchun's cultural tourism, Chaoyang District amplifies service efficiency through deep integration of culture, commerce, tourism, sports, and exhibitions.

Since Xinmin Street reopened in July last year, it has launched 18 rounds totaling 34 days of a "temporary pedestrian street" model, held more than 800 events of various kinds including the "Xinmin Market," "Xinmin Performances," and "Xinmin Parades," received more than 17 million visitors cumulatively, and driven about 8 billion yuan in related consumption in surrounding commercial zones.

The "two-way journey" between cultural tourism and commerce is accelerating the conversion of "traffic" into retained customers and sales.

"Our store focuses on scenario-based, experiential, and digital new home appliance and home furnishing retail, filling the gap in the Hongqi Street commercial zone for large complete sets of home appliances and whole-home furnishing experience stores," said Ren Wei, general manager of the Jilin-Heilongjiang division of JD.com (JD) Five Star Electric Appliance Group.

The JD.com (JD) electronics city flagship store began trial operation on October 1, and its sales during the National Day holiday alone reached 10 million yuan. "The store is based in Chaoyang District's core commercial zone and radiates to the southwestern part of Changchun, and it will continue to activate regional consumer vitality," Ren Wei said.

Jilin Province Panda International Travel Service, which is deeply cultivating the local market, is expected to achieve full-year revenue of 54 million yuan in 2026. "We will take the Winter World University Games as an opportunity to launch more high-quality and reliable cultural tourism products for tourists from within and outside the province and from home and abroad," said company general manager Li Te.

Pursuing Innovation and Quality to Forge a New Engine for Service Sector Development

Looking ahead, Chaoyang District is seizing opportunities such as Changchun's efforts to build itself into a strong service industry city and preparations for the Winter World University Games, and continues to build a modern service industry system.

It aims to strengthen its commercial zone matrix and create an urban consumption destination. At present, the four major commercial zones and commercial buildings in Chaoyang District have formed a clustering effect. Next, it will deepen the first-store and first-launch economy and the nighttime economy, with a goal of introducing no fewer than 100 brand first stores over five years.

It will implement the "one axis, two wings" renovation of Xinmin Street, coordinate with the Hongqi and Guilin commercial zones to advance urban renewal, open a cultural tourism corridor from Culture Square to Nanhu Park, introduce new formats such as performances and markets, and convert foot traffic into revenue.

At the same time, it will promote the renewal of the business formats of the century-old Chongqing Road Gold Street, release the carrier advantages of Eurasia Shopping Mall, polish the "Night Chaoyang" IP, and create differentiated consumer landmarks.

It will deepen the integration of business formats and upgrade "culture and tourism plus" into a citywide "service sector plus." Chaoyang District will rely on the ticket stub economy alliance to build a merchant linkage system and implement a "one ticket, shared benefits" mechanism to retain event and exhibition traffic.

Relying on the Northeast Asia Expo Center, it will strengthen the exhibition economy, revitalize venue resources during idle periods, regularly hold performances, competitions, and other activities, and polish the "hundred exhibitions economy" name card.

It will promote the coordinated development of cultural tourism IPs such as "Zhe You Shan" and Lotus Island and enrich immersive experience products. It will seize the opportunity of the Winter World University Games to strengthen the "Hongqi Street BA" and "Winter Charm Chaoyang" brands, deeply tap competition and ice-and-snow economies, and strive for total tourism revenue to exceed 100 billion yuan.

It will tackle the revitalization of existing stock and consolidate the foundation of the building economy. Chaoyang District will carry out standalone investment attraction campaigns for vacant buildings, vigorously attract headquarters enterprises, cultivate buildings with tax revenue of 100 million yuan, and use stock revitalization to drive the expansion and upgrading of producer services.

It will improve safeguard mechanisms and release institutional effectiveness. Chaoyang District has established a special task force for culture, commerce, and tourism integration, implemented leadership responsibility systems and multi-department coordination, and routinely resolves bottlenecks in implementation.

In key commercial zones, it will implement a "negative list + positive incentives" approach and exercise inclusive and prudent regulation over new business formats. It will compile a high-quality cultural tourism development plan and the "15th Five-Year" special plan and other documents to build support for the long-term development of the service sector.

"We will closely follow the citywide service industry conference arrangements, activate the consumer market with scene innovation, strengthen the industrial foundation through carrier breakthroughs, tap growth potential through business format integration, strive to be a pacesetter in building the city into a strong service industry city, and provide a Chaoyang practice sample for polishing the 'Changchun Service' city brand," said a relevant official from the Chaoyang District Commerce Bureau.
