On November 3, the Guangdong Provincial Development and Reform Commission issued the "Guangdong Province Implementation Plan for Expanding Consumption."

The plan emphasizes strict implementation of rest and leave systems. It calls for effectively safeguarding workers' lawful rights to rest and leave, fully implementing the paid annual leave system, and strengthening the rigidity of enforcement. Employers are encouraged to allow workers to combine annual leave with short public holidays and to arrange flexible staggered leave. Localities with the capacity are encouraged to establish spring and autumn breaks for primary and secondary schools. Trade unions at all levels are encouraged to use their funds for holiday greetings, employee fitness, cultural and sports tourism, and other consumption areas in accordance with regulations.

The plan also aims to boost household income through multiple channels. It calls for improving policies on distribution according to production factors, strengthening incentives for the value of skills and knowledge, and ensuring that those who work more, have higher skills, or innovate earn more. The plan seeks to optimize the evaluation and regular adjustment mechanism for minimum wage standards, implement Guangdong's minimum wage standards, and steadily raise the income level of low-income workers. It also aims to improve the three-tier enterprise salary survey and information disclosure system at the provincial, municipal, and district levels, and actively promote the collective wage negotiation system. The plan calls for continuously improving the business environment for small and micro enterprises and individual businesses, and implementing preferential policies such as reduced financing guarantee fees and tax and fee reductions.

Listed companies are encouraged to establish and improve regular dividend mechanisms, and state-controlled listed companies are urged to strengthen market value management. The plan also calls for enriching the supply of personal pension products, developing and expanding new rural collective economies to increase farmers' property income, promoting new forms of employment, highlighting model experiences such as "common prosperity workshops," launching capacity-building initiatives for "business managers," and supporting "new artisans" in fields such as cultural and creative handicrafts, home living, and food and tea beverages.
