Key Infrastructure Projects Drive Growth: A May Progress Report on Beijing's "3-100" Municipal Priority Projects

Beijing is closely monitoring project construction plans, continuously enhancing service support, and maintaining a strong momentum of steady progress for its "3-100" key projects, providing robust project support for the stable development of the capital's economy and society. A number of newly launched projects, including the Shengyu Technology CFB Aerospace-Grade Chip Intelligent Packaging and Testing Project, the Zhongguancun (Chaoyang) Digital Medical Industrial Park Phase II, the China Media Group Ultra-HD Demonstration Park Project, the Beijing Middle School Dongba North Campus Construction Project, and the Liugang Road Project, have commenced construction. Meanwhile, several ongoing projects like the Times Battery project and the Juma River Renovation and Enhancement Project have achieved significant milestones.

Key Project Updates: New Progress Achieved

The China Media Group Ultra-HD Demonstration Park Project has broken ground. Located in Yongding Town, Mentougou District, the project has a total investment of approximately 3.2 billion yuan and a construction area of about 158,000 square meters. It will include an ultra-high-definition broadcasting platform, a research and development and application platform for ultra-HD system equipment, a testing and maintenance platform for ultra-HD broadcast vehicles, an audiovisual culture square, an audiovisual art center, as well as supporting property management, living service facilities, and a power center. The project will promote high-quality regional development, shape a city living room image, and establish a western cultural hub. It will significantly increase the production capacity of CMG's ultra-HD content and, through technology spillover, open scenarios, and standard dissemination, contribute to Beijing's development as an international science and technology innovation center and a global digital economy benchmark city, injecting strong momentum into the intelligent transformation of the video-centric industry.

The Shengyu Technology CFB Aerospace-Grade Chip Intelligent Packaging and Testing Project has commenced construction. Located in Cuihu Science Park, Haidian District, the project involves a total investment of about 630 million yuan and a construction area of roughly 27,000 square meters, primarily for industrial R&D and supporting facilities. It will establish an advanced, integrated intelligent manufacturing factory for packaging and testing, featuring informatization, automation, and intelligence. The facility will enable unmanned batch production and screening of high-reliability aerospace-grade chips, breaking the monopoly of foreign companies in this niche field and meeting domestic demand in the commercial aerospace sector. The production line will also serve chip design companies, offering full-process services from packaging design and rapid verification to failure analysis, significantly improving chip product development efficiency. This project is of great importance for expanding the scale of the integrated circuit industry and strengthening and complementing its supply chain.

The Zhongguancun (Chaoyang) Digital Medical Industrial Park Phase II has started construction. Located in Laiguangying Township, Chaoyang District, the project has a total investment of approximately 4.5 billion yuan and a construction area of about 260,000 square meters. It will be a high-tech industrial park focusing on industrial office space and supporting facilities. As an industrial expansion zone for the Zhongguancun (Chaoyang) Digital Medical Industrial Park, it will form a coordinated development pattern with the pilot zone, increase the scale of the digital medical industry, improve the park's industrial ecosystem, host major projects and high-quality enterprises in the digital medical field, and build a competitive industrial cluster.

The Beijing Middle School Dongba North Campus (High School Section) Construction Project has broken ground. Located in Dongba Township, Chaoyang District, the project involves a total investment of about 430 million yuan and a construction area of approximately 53,000 square meters, including new teaching buildings, office, and administrative buildings. This project addresses the shortage of high-quality basic education resources in Chaoyang District, improves the district's basic education infrastructure, meets the strong public demand for high-quality educational resources, and effectively fills the local gap in school placements.

The Liugang Road (Shunsha Road - Baima Road) Project has commenced construction. Located between Shunsha Road and Baima Road in Shunyi District, this urban arterial road project has a total investment of about 150 million yuan and a length of 3.28 kilometers. It is a key initiative to implement Shunyi District's high-quality development plan for its plains new town. Upon completion, it will provide essential transportation access and municipal energy supply for key industrial parks such as Zhongguancun Shunyi Park and Shunyi Airport Economic Zone. The road will connect industries along its route, including new energy smart vehicles, third-generation semiconductors, aerospace, and intelligent manufacturing, effectively supporting the coordinated development between Shunyi District's Innovation Industrial Cluster Demonstration Zone and the "Three Cities and One District" initiative.

The Juma River Renovation and Enhancement Project is essentially complete. Located across Dashiwo Town, Zhangfang Town, and Shidu Town in Fangshan District, the project has a total investment of approximately 1.28 billion yuan. It involves post-disaster restoration and enhancement of the plain section of the Juma River, with a total treated river length of 20.01 kilometers. The work includes embankment reinforcement and other improvements based on a 10-year flood control standard. Upon implementation, the project will solidly strengthen regional flood control safety, comprehensively restore the river channel and shoreline ecological functions, reshape the Juma River basin's ecological landscape, and play a crucial role in significantly improving the river's flood discharge capacity and ensuring the overall flood safety of Fangshan District.

The Beijing Times Battery Base Project has passed acceptance. Located in the Road South Area of the Economic and Technological Development Zone, the project has a total investment of about 3.9 billion yuan and covers an area of approximately 260,000 square meters. It involves constructing factory buildings and related ancillary facilities, procuring internationally advanced intelligent manufacturing equipment for new energy batteries, and setting up CATL's latest self-developed super production line for new energy batteries. This project is a vital support for building a global "zero-carbon" industrial cluster hub, creating an industrial-informational integration ecosystem centered on an intelligent manufacturing platform with deep interaction between multiple platforms and systems. At full capacity, the project will achieve an annual production capacity of 15GWh for power batteries, significantly enhancing the product competitiveness and cost advantages for automotive manufacturers in the Beijing-Tianjin-Hebei region, such as BAIC and Xiaomi.

Moving forward, Beijing will continue to focus on all aspects of key project construction, strengthen overall coordination and scheduling, solidify responsibilities for advancement, and make every effort to accelerate progress on ongoing projects and ensure the implementation of newly launched projects.
