As of March 31, the restart rate for major projects in Baotou during the first quarter reached 90%, providing strong momentum for a favorable start to the 15th Five-Year Plan period. This information was confirmed by the Baotou Development and Reform Commission.
At the construction site of the Instar Rare Earth Permanent Magnet Material Integrated Application Project, over 150 workers are actively engaged in tasks ranging from foundation pouring to equipment installation, with all processes progressing steadily. According to Wang Kangyu, the on-site infrastructure director at Instar Rare Earth New Material Co., Ltd., five work fronts—including building enclosure and pipeline installation—are advancing simultaneously to establish a production line for high-performance rare earth permanent magnets and related components. The project, with a total investment of 650 million yuan, is scheduled to begin equipment installation in May and commence operations in August. Currently, 60% of the project has been completed. Supported by government joint review and approval mechanisms, the construction timeline is expected to be shortened by three months. The company aims to accelerate production to support the development of "two rare earth bases."
This year, Baotou is implementing 564 major projects, each with government investment exceeding 50 million yuan or corporate investment over 100 million yuan, representing a total investment of 452.87 billion yuan. New productivity initiatives—such as rare earth new materials, integrated wind-solar-hydrogen-storage systems, and high-end intelligent equipment manufacturing—are being rapidly deployed. Traditional industries are also undergoing quiet transformation through green and intelligent upgrades.
To accelerate project progress, Baotou has established a full-cycle service mechanism covering planning and reserve, factor support, construction acceleration, and operational efficiency. Before project initiation, development and reform departments provide proactive guidance to expedite preliminary procedures. After construction begins, designated liaison units work on-site to resolve bottlenecks, ensuring projects start early, progress quickly, and achieve results sooner.
An official from the Baotou Development and Reform Commission's Major Project Office stated that the city will continue to focus on major project targets, effectively addressing challenges such as corporate financing and market expansion. The outcomes will be measured by increased physical investment and production capacity, injecting robust energy into the successful launch of the 15th Five-Year Plan period.
