Yunnan's Party Secretary Tackles the "Question of Sustained Income Growth for the Masses"

Over the next three to five years or even longer, how can the masses achieve sustained income growth and higher earnings from their current levels? This pressing question, posed by Yunnan's Party Secretary Wang Ning during his inspection in Zhaotong from November 26 to 27, 2024, has since become a mandatory task for all departments across the province.

Wang Ning's focus on rural income growth is evident in his frequent grassroots visits and strategic meetings. During his Zhaotong tour, he examined industries, visited households, and directly challenged local officials to address income sustainability. By February 20, 2025, in a Kunming meeting with municipal leaders, he prioritized "promoting farmers' income growth by all means" as the top agenda, urging concrete actions to prevent large-scale poverty relapse.

A notable moment came during the 2025 National People's Congress session, where Wang’s encouraging exchange with a villager from Laomudeng Village, Nujiang, went viral. His praise for the villager’s success underscored local efforts to answer the "income growth question."

At a June 26, 2025, provincial conference on rural revitalization, Wang framed the challenge into five key areas: 1. **Rural Industries**: Transforming resources into branded, high-value products like Zhaotong apples, emphasizing quality and marketability. 2. **Employment**: Balancing migrant work with local job creation, praising vocational training initiatives like Zhaotong Vocational College’s skills programs. 3. **Rural Reforms**: Activating underutilized assets, such as forest lands and aid projects, to boost local economies. 4. **Beautiful Villages**: Blending tradition with modernity, as seen in Tuguachong Village’s tourism-driven transformation. 5. **Poverty Prevention**: Strengthening monitoring and support mechanisms to safeguard against income drops.

Wang highlighted innovative models like Menglian’s "334" avocado profit-sharing system and Midu’s cucumber cooperative, which distributed significant dividends to farmers. He also stressed grassroots governance, urging party cells to mobilize resources and people effectively.

Under his leadership, Yunnan’s rural per capita disposable income grew 8.6% annually post-2020, reaching ¥16,307 in 2024, outpacing national and provincial averages. Dynamic poverty eradication was achieved for households below ¥10,000 income.

Wang’s "question" is now being answered through systematic actions—turning ideas into tangible progress for Yunnan’s residents.
