The campaign will implement online monitoring of wage payments for ongoing construction projects, integrating projects from housing, transportation, water resources, and landscaping sectors into an early warning platform. This ensures 100% coverage of construction companies using the platform. Authorities will conduct thorough inspections of ongoing projects in Beijing, compiling lists of projects, wage arrears risks, assigned inspectors, and compliance with basic regulations.
Wage arrears risks will be categorized into high, medium, and low levels, with dedicated personnel assigned to track and resolve issues within deadlines. Companies found guilty of withholding or delaying wages without cause will be ordered to make payments or advance settlements, with strict administrative penalties imposed. Cases requiring investigation will be prioritized, and violations involving other illegal activities will be referred to relevant authorities.
The campaign will intensify exposure of malicious wage defaults and enforce joint disciplinary measures against offenders, ensuring they face consequences across multiple areas. To enhance efficiency, government and state-owned enterprise projects will lead by example in timely wage payments, with priority given to migrant workers' salaries.
District-level authorities will organize regular public reception sessions, addressing complex cases through leadership oversight and escalated handling procedures. High-risk industries will undergo case-by-case reviews to effectively identify and resolve wage arrears issues affecting migrant workers.
Workers experiencing wage arrears are encouraged to report complaints through multiple channels. Online options include the Ministry of Human Resources and Social Security's national wage arrears reporting platform, Beijing's labor rights protection QR code, the 12333 hotline, and local labor supervision agency hotlines. Offline reports can be made at municipal and district-level service windows, with office addresses and contact details available through Beijing's labor supervision agency complaint information directory.
