[Click to Register] On the morning of October 17 Beijing time, U.S. President Donald Trump exempted a bill from high tariffs targeting Russian energy exports. The bill, which he signed last month, contained measures that hindered his plan to lower diesel prices ahead of the U.S. midterm elections.

On Friday, Trump invoked the exemption clause within the bill, which was spearheaded by the late Senator Lindsey Graham. In an executive order, Trump wrote: "I hereby exempt the application of such sanctions, restrictive measures, and tariffs under the Graham Act. I have submitted certification documents to Congress confirming that issuing this exemption at this time is in the national interest of the United States."

The bill required Trump to impose 100% tariffs on all goods exported to the United States from the top five buyers of Russian crude oil within 30 days, while also imposing sanctions on a large number of Russian entities and adding a 500% tariff on all Russian energy products imported into the United States. This one-month deadline was originally set to expire on October 18.

The aforementioned provisions conflict with the plan he announced last week: he intends to cooperate with Russian President Vladimir Putin to allow Russian diesel supplies to flow into the global market. With only weeks remaining until the November 3 election, U.S. diesel prices remain at historic highs, and Trump is seeking ways to bring them down.
