Strengthening the Foundation of Producer Services

Producer services are a crucial force driving economic growth and industrial upgrading. It is understood that relevant departments and local governments are coordinating efforts to strengthen weak links across the entire chain of producer services, promoting their extension towards specialization and the high-end of the value chain, thereby providing robust support for accelerating the construction of a modern industrial system.

In recent years, China's producer services have shown strong development momentum with continuously expanding industrial scale. However, there remain certain developmental shortcomings. Relevant research indicates that currently, producer services account for less than 13% of the total input in China's manufacturing products per unit, whereas developed economies generally see around 20%. This suggests there is still significant room for producer services to empower the transformation and upgrading of manufacturing.

The State Council recently issued the "Opinions on Promoting the Expansion and Quality Improvement of the Service Sector," which outlines measures to strengthen weak links across the entire chain of producer services. It specifies initiatives such as "enhancing the supporting role of scientific and technological services," "accelerating the innovative development of software and information services," and "strengthening and optimizing business services." A series of measures will guide producer services towards development characterized by specialization, customization, and refinement.

"The next step will focus on planning around 17 key areas within six major sectors: scientific and technological services, modern logistics, information and software services, supply chain finance, energy conservation and environmental protection, and business services," stated Shen Zhulin, Deputy Director of the National Development and Reform Commission. The emphasis will be on promoting the development of design and R&D towards specialization and high-end, driving producer services to extend towards both R&D and market ends.

Capital, talent, and data are key elements for the high-quality development of producer services. The "Opinions on Promoting the Expansion and Quality Improvement of the Service Sector" propose optimizing the implementation of loan interest subsidy policies for service sector business entities, providing phased interest subsidies for eligible loans to small, medium, and micro private enterprises in producer services, and increasing financial support for new consumption scenarios. It also suggests optimizing the layout of disciplines and majors related to the service sector, supporting qualified regions in establishing city-wide industry-education consortia and industry-education integration communities.

Producer services span the entire chain of production activities and are one of the supports for extending and adding value to industries. Against the backdrop of accelerating digital and intelligent transformation, technological empowerment is increasingly driving producer services towards the high-end of the value chain.

Ke Jixin, Vice Minister of Industry and Information Technology, stated that efforts will be made to advance producer services towards specialization and the high-end of the value chain, accelerating the innovative development of software and information technology services. Regarding artificial intelligence empowering information services, actions include launching the "AI + Software" special initiative, further strengthening open-source ecosystem development, improving the service system for digital and intelligent transformation in manufacturing, deepening the implementation of the industrial internet innovation and development project, and carrying out the industrial data foundation action.

Brands are the market identifiers for enterprises and an important lever for enhancing the global competitiveness of China's producer services. Li Chunfang, Deputy Director of the Industrial Development Department of the National Development and Reform Commission, mentioned that support will be provided for leading enterprises to build new brand experience scenarios, promote the integrated development of brands with resources such as culture and tourism, increase professional services like brand operation and communication, cultivate more "China Service" brands, and empower the high-quality development of industrial chains, industries, and regions.

Zhejiang aims to cultivate over 20 specialized and sophisticated human resource service institutions this year; Jiangsu proposes implementing key industry intellectual property peak projects, intensifying efforts in cultivating high-value patents; Sichuan specifies the construction of smart logistics parks and digital warehouses, piloting new business models such as autonomous truck platooning and unmanned delivery; Yunnan has launched pilot projects for the integrated development of human resource services and manufacturing... Various regions are adapting measures to local conditions and focusing efforts precisely to propel producer services "towards the high-end."

By delving into "specialization" and advancing towards "high-end," systematically enhancing the supply quality and output efficiency of producer services will contribute to building a more resilient and competitive modern industrial system, continuously solidifying the foundation for the high-quality development of China's economy.
