Hainan has officially initiated island-wide customs closure starting December 18, 2025, marking a new phase in the construction of the Hainan Free Trade Port. With this implementation, a series of policies and supporting documents—including the Import Taxable Goods Catalog, goods circulation tax policies, prohibited/restricted lists, processing value-added domestic sales tariff exemption policies, and customs supervision measures—have taken effect simultaneously.
The customs closure represents the beginning of an expanded opening-up for Hainan. Moving forward, the region will continue to broaden its open sectors, refine its policy and regulatory framework, and strive to become a leading gateway for China's new era of opening-up.
