The cruise industry is hailed as "floating gold on the sea" and serves as a key indicator for the international tourism market. On July 7th, it was learned from the Hainan Provincial Department of Transportation that, in order to thoroughly implement the strategic deployment for building the Hainan Free Trade Port, the department, in conjunction with the Provincial Department of Tourism, Culture, Radio, Television and Sports, and the Hainan Maritime Safety Administration, has issued the "Ten Measures to Accelerate the Quality and Efficiency Improvement of Hainan's Cruise Industry" (referred to as the "Measures"). This initiative aims to inject new momentum into building a modern cruise industry system with international competitiveness and help upgrade the quality of the international tourism consumption center.
According to reports, this new policy to aid Hainan's cruise industry development is referred to within the industry as the "Hainan Ten Measures." It introduces key initiatives around four dimensions: innovating cruise route product supply to unleash market consumption potential; optimizing infrastructure layout to solidify the industry's development foundation; releasing policy dividends to improve the industry's development ecosystem; and strengthening safety and service guarantees to ensure the effective implementation of all measures.
Addressing the market's high concern regarding the expansion of cruise routes, the "Measures" specify continued support for the stable operation of mature cruise tourism routes such as "Hong Kong-Sanya" and "Sanya-Vietnam," with ongoing efforts to enhance service quality. It aims to enrich cruise tourism route designs, create "Maritime Silk Road" themed cruise routes, and cultivate internationally influential cruise tourism brands by integrating historical culture, natural landscapes, and regional characteristics of countries along the route. Cooperation with Guangdong and Guangxi will be deepened to jointly plan and develop cross-provincial premium cruise tourism routes, fully tapping the value of marine tourism resources.
Simultaneously, Hainan will increase engagement with cruise tourism suppliers. It will collaborate with leading cruise tourism suppliers from countries like Malaysia, Singapore, Vietnam, and Thailand, as well as from the Hong Kong Special Administrative Region of China, to jointly plan cross-border cruise tourism itineraries and distinctive cultural tourism products. The application of preferential policies for encouraged industries will be promoted, and targeted investment attraction will be conducted to attract domestic and international cruise industry chain enterprises to establish a presence, set up regional headquarters or functional branches, thereby fostering a cruise industry headquarters economy.
Hainan will also promote cooperation among various watercraft tourism resources. Support will be provided for tourism companies to design composite tourism products such as "cruise disembarkation + sightseeing along the coast by tourist boat," "cruise vacation + yacht deep-sea fishing," and "river-sea direct access + mountain-sea linkage," strengthening the connection between cruise and tourist boat/yacht tourism projects. Tourism enterprises will be guided to cooperate with waterway transport companies, yacht rental firms, and terminal operators. Support will be given for voluntary collaboration in ticket interoperability, itinerary coordination, and passenger source sharing, and for the rational coordination of cruise, tourist boat, and yacht departure schedules to enhance integrated and synergistic service capabilities.
