Exclusive: China Telecom's Quantum Business Sees Growth in 24 Provincial Units, But Hebei Division Declines

As one of its strategic new businesses in recent years, China Telecom places significant emphasis on the development of its quantum business. By the end of November 2025, 24 of the group's provincial branches had achieved positive revenue growth in quantum-related operations. However, seven provincial companies still reported negative growth, including China Telecom's Hebei branch.

As the second-largest provincial company in China Telecom's northern region, Hebei Telecom has demonstrated strong performance across many of its business lines. It remains unclear why its quantum business has encountered difficulties.

According to disclosures, during the first 11 months of 2025, Hebei Telecom's quantum business revenue fell by more than 40% year-on-year. In contrast, the group's average growth rate has reached triple digits. This comparison highlights the challenging situation facing Hebei Telecom's quantum operations.

Currently, Yang Wentao serves as the General Manager of the Government and Enterprise Customer Department at Hebei Telecom. Some industry observers suggest that the term "quantum communication business" is difficult for many to understand, making promotion and customer acceptance a challenge. This indicates that the business itself is inherently difficult to advance, rather than reflecting a lack of effort from Hebei Telecom.
