Miyun District Pioneers "Easy Store Opening" for Chain Restaurants, Streamlining Licensing to a Single Step

The first three chain restaurant outlets in Miyun District have recently completed the alteration of their food business licenses simultaneously, becoming the initial beneficiaries of the new "Easy Store Opening" streamlined licensing model in the district. The entire process, from document submission to license collection, took only five minutes, signifying an upgrade in the district's catering license approval service from requiring "multiple trips" to achieving "one-time completion."

The "Easy Store Opening" model is a simplified approval mechanism specifically designed by Beijing to meet the needs of chain catering enterprises for "batch store openings and rapid operation." For eligible directly-operated chain outlets, when application materials are complete and in compliance with legal formalities, the pre-opening on-site inspection can be waived. The approval department will make a licensing decision directly within one business day, achieving "license issuance upon acceptance." This model restructures the traditional "acceptance-inspection-issuance" process into "acceptance-issuance-subsequent inspection," significantly reducing the waiting period for enterprises to obtain their permits.

The three outlets that underwent this license change are located in different towns and streets. Under the original process, the enterprise would have needed to coordinate separately with each local market supervision office, a time-consuming and laborious effort that could hinder upgrade progress. Upon learning of the need, the Miyun District Market Supervision Bureau, leveraging the "Easy Store Opening" model for unified coordination, allowed the enterprise to submit a complete set of materials in one go at the government service hall, thereby completing the parallel approval for multiple stores, truly achieving "batch business, one-stop completion."

License issuance is not the end of supervision. According to the reform plan, enforcement officers will conduct the first post-license supervision inspection within 30 working days after the permit is obtained, focusing on verifying operating conditions and food safety management. This will be coupled with enhanced credit-based supervision to ensure a balance between deregulation and control, maintaining fundamental safety standards.

Moving forward, the Miyun District Market Supervision Bureau will continue to optimize the approval process and enhance service efficiency.
