Four Government Departments Issue Guidelines to Accelerate AI Integration in Human Resources and Social Security

Four government departments have jointly issued an implementation plan to accelerate the application and development of artificial intelligence in the human resources and social security sector.

The plan, released by the Ministry of Human Resources and Social Security, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the National Data Administration, emphasizes leveraging AI to enhance human resource development and utilization.

The document outlines a five-year construction roadmap. By 2026, the goal is to establish the foundational infrastructure for AI applications within the sector, creating 20 application scenarios based on industry-specific large models along with corresponding high-quality datasets.

By 2027, the plan aims to popularize a batch of large models and intelligent agents tailored for the human resources and social security field, exploring empowerment pathways for approximately 50 high-value application scenarios.

Looking ahead to 2030, the vision is to achieve a widespread and innovative application landscape for artificial intelligence across the entire industry.

The guidelines propose focusing on six major areas to develop significant AI application scenarios. These include creating new models for digital employment services, deepening smart social insurance systems to enhance management capabilities, and strengthening the precise cultivation and utilization of talent to build new intelligent supply mechanisms.

Other key areas involve deepening smart labor relations to establish new forms of intelligent labor rights protection, pioneering smart human resources services to foster a new service ecosystem, and constructing a smart governance model to modernize administrative capabilities.

A comprehensive panorama of 67 detailed application scenarios within the sector has been formulated.

To solidify the infrastructure for these AI applications, the plan proposes actions in four main areas. These are building dedicated AI application platforms, constructing high-quality industry datasets and AI corpora, developing algorithmic models specific to the human resources and social security sector, and establishing the necessary institutional standards and developmental ecosystems.
