Hydrogen energy has received another boost from government policy.
Recently, the Beijing Municipal Bureau of Economy and Information Technology issued the "Beijing Hydrogen Energy Industry Development Implementation Plan (2026-2030)" (hereinafter referred to as the "Implementation Plan").
The plan aims to have more than 10,000 fuel cell vehicles cumulatively promoted, over 40 hydrogen refueling stations built, large-scale application scenarios such as green chemicals and combined heat and power realized, the city's hydrogen energy industry chain scale exceed 40 billion yuan, and drive the Beijing-Tianjin-Hebei region to surpass 100 billion yuan by 2030. The goal is to build an autonomous, controllable, economically efficient, green and safe full hydrogen energy industry chain system for the Beijing-Tianjin-Hebei region.
The "Implementation Plan" mentions promoting the upgrading of hydrogen transportation demonstration, strengthening the entire fuel cell vehicle industry chain, advancing diversified hydrogen supply and multi-sector application technological innovation, carrying out research and development of hydrogen metallurgy technologies such as hydrogen-rich blast furnace control and hydrogen-based direct reduction, and building a green hydrogen (green fuel) trading center.
Beijing Issues a Major Policy Document
To thoroughly implement national and Beijing municipal work arrangements for promoting high-quality development of the hydrogen energy industry, focus on the virtuous cycle development of the hydrogen energy industry, accelerate the discovery of hydrogen-appropriate scenarios, promote applications in multiple fields such as green logistics, industrial substitution, and energy storage and supply, and drive collaborative innovation and large-scale development of the entire hydrogen energy industry chain, on October 30, the Beijing Municipal Bureau of Economy and Information Technology issued the "Beijing Hydrogen Energy Industry Development Implementation Plan (2026-2030)".
The "Implementation Plan" mentions focusing on hydrogen-appropriate scenarios such as trunk line freight and cold chain logistics to promote large-scale application of hydrogen vehicles. Taking the opportunity of building the Beijing-Tianjin-Hebei hydrogen energy comprehensive application pilot city cluster, guiding market-oriented independent replacement and renewal of fuel vehicles, adding more than 6,000 hydrogen vehicles, building a "6 main corridors plus 11 branch lines" hydrogen highway network system with Beijing as the core and radiating to surrounding areas, and creating a benchmark for large-scale application of low-energy-consumption, long-range hydrogen heavy trucks.
Expand large-scale green hydrogen consumption scenarios in the industrial sector, take the lead in practicing the coupled model of off-site green hydrogen production and refining hydrogen use, promote the implementation of hydrogen-based chemical raw material substitution in refining and chemical processes at petrochemical enterprises in Beijing, build sustainable aviation fuel (SAF) projects in the Yanshan area and Changping Asuwei, form a green hydrogen consumption capacity of over 35,000 tons per year, achieve full substitution of fossil fuel hydrogen production, reduce carbon dioxide emissions by more than 300,000 tons annually, and lead the domestic refining and chemical industry in large-scale green hydrogen substitution.
Continuously carry out pioneering trials of hydrogen energy innovation scenarios, promote pilot demonstrations of innovative products such as hydrogen fuel cells and hydrogen gas turbines in data centers and combined heat and power scenarios, and expand application scenarios such as hydrogen forklifts and hydrogen two-wheelers. Relying on key scenarios such as the Daxing International Hydrogen Energy Demonstration Zone, the Fangshan Hydrogen Energy Comprehensive Demonstration Zone, and the Changping Hydrogen Energy Innovation and Integration Demonstration Zone, layout and build hydrogen-electric coupled green microgrids, and create a domestically leading zero-carbon (low-carbon) demonstration park.
Strengthening the Entire Fuel Cell Vehicle Industry Chain
The "Implementation Plan" mentions strengthening the entire fuel cell vehicle industry chain. Support leading fuel cell vehicle and system enterprises in improving their full industry chain layout, focus on forward development of complete vehicles, and accelerate collaborative innovation in key materials and components such as membrane electrodes, catalysts, carbon paper, and bottle valves. Land mass-production projects such as hydrogen-electric integrated chassis, form a 10,000-unit-level fuel cell vehicle production capacity as well as supporting capacity for power systems, stacks, membrane electrodes and key materials, and drive comprehensive cost reduction of fuel cell vehicles and core components by more than 30%.
Elevate the capability level of hydrogen production equipment industry. Support energy equipment enterprises in deploying multiple technology routes such as alkaline (ALK), proton exchange membrane (PEM), and anion exchange membrane (AEM), and advance independent substitution of core materials and key components such as high-efficiency membrane electrodes, low precious metal catalysts, and nickel mesh electrodes. Accelerate the construction of electrolyzer verification platforms and pilot manufacturing production lines, form more than 4GW of electrolytic hydrogen production equipment capacity, and drive comprehensive cost reduction of the entire green hydrogen production chain by more than 30%.
Promote diversified hydrogen supply and multi-sector application technological innovation, carry out research and development of hydrogen metallurgy technologies such as hydrogen-rich blast furnace control and hydrogen-based direct reduction, accelerate industrialization of key storage and transportation equipment such as liquid hydrogen storage and transport, solid-state hydrogen storage and supply, and high-pressure tube bundle storage and transport, explore vehicle-mounted hydrogen system recycling models, cultivate innovative entities in frontier tracks such as high-temperature membrane fuel cells, solid oxide fuel cells, hydrogen gas turbines, and liquid hydrogen heavy trucks, and expand the diversified high-end application industry chain of hydrogen energy.
Encourage chain leader enterprises in subdivided fields such as hydrogen supply, hydrogen vehicles, and fuel cells to integrate factor resources through industrial cooperation, investment incubation, and other means, and transform into platform-based and ecosystem-based leading enterprises. Deepen the industry chain by supplementing, strengthening, and extending it, support a group of specialized, refined, distinctive, and innovative enterprises and innovative enterprises in subdivided fields, promote integrated development of large, medium, and small enterprises, and drive the construction of a multi-level hydrogen energy industry development matrix led by leaders, followed by supporting players, and growing in echelons.
Support the Beijing Hydrogen Energy Industry Innovation Center in upgrading to a national-level hydrogen energy innovation center, build an innovation system integrating technology research and development with industrial application, and systematically layout hydrogen energy pilot testing platforms in fields such as fuel cell vehicles, liquid hydrogen equipment, high-temperature membrane fuel cells, new electrolytic hydrogen production, and hydrogen internal combustion engines, opening up the entire chain of technological breakthroughs, pilot maturation, and industrial landing.
Based on the geographical endowment of the intersection of the "Three Norths" green hydrogen supply belt and the coastal consumption demand belt, and relying on the innovation, finance, industry, and infrastructure advantages of the Beijing-Tianjin-Hebei region, build a green hydrogen (green fuel) trading center, form a carbon-hydrogen coordinated, standardized, efficient, open, and transparent hydrogen energy trading market, lead and drive the virtuous development of the domestic hydrogen energy industry, and enhance the international pricing power of green hydrogen products.
The "Implementation Plan" mentions improving support policies for the development of the hydrogen energy industry, coordinating the use of municipal funds, actively seeking central government funding support, leveraging the guiding role of government investment funds, and encouraging social capital and financial institutions to provide more financial services to hydrogen energy enterprises.
