China Energy Engineering Group's Tianjin Electric Power Construction Co., Ltd. has recently secured a significant contract for the second bid section of the Inner Mongolia Huadian Damao Banner 1-Gigawatt Wind-Solar Hydrogen Production Integration Project. The contract value for this segment is approximately 1.205 billion yuan, positioning it as the largest green hydrogen initiative currently under construction in China.
The project is situated in Damao Banner, Baotou City, Inner Mongolia, and serves as a pivotal component of the national "West-to-East Hydrogen Transmission" strategy. In terms of renewable energy generation, the initial phase involves the development of 1,000 megawatts of capacity, comprising 700 megawatts from wind power and 300 megawatts from solar photovoltaic systems. Supporting infrastructure includes a 100-megawatt/200-megawatt-hour lithium iron phosphate battery energy storage station, two 220-kilovolt step-up substations, and ancillary facilities such as access roads and power collection lines.
On the hydrogen production front, the facility will be equipped with 83 alkaline electrolyzer systems, each with a capacity of 1,000 standard cubic meters per hour, alongside one unit rated at 2,000 standard cubic meters per hour and another at 3,000 standard cubic meters per hour. The entire setup is designed to produce an annual output of 47,000 tons of hydrogen. For hydrogen storage, the plan includes 25 spherical tanks, each with a volume of 2,000 cubic meters, providing a total storage capacity of 650,000 standard cubic meters. Additionally, a dedicated 220-kilovolt substation will be constructed to power the hydrogen production operations.
Tianjin Electric Power Construction is responsible for the construction of 383 megawatts of wind-solar power generation facilities, the hydrogen production station, and the 220-kilovolt main substation. This scope encompasses 250 megawatts of wind power, 133 megawatts of solar power, and the entirety of the hydrogen production station works.
The project leverages locally abundant wind and solar resources to deploy renewable-powered water electrolysis for green hydrogen generation. It establishes an integrated model combining wind-solar-storage coupling with on-site renewable energy consumption, creating a complete "production-storage-transmission-utilization" green hydrogen supply chain. The hydrogen will be transported via a dedicated pipeline network to industrialized eastern regions of China.
Once fully operational, this initiative is set to become a key green hydrogen supply hub in North China, providing zero-carbon hydrogen feedstock to local energy-intensive industries such as rare earths and steel production. This will significantly contribute to deep decarbonization efforts in the industrial sector, foster the agglomeration of hydrogen equipment industries, and advance the development of Inner Mongolia's modern energy economy. The project also plays a vital role in ensuring regional energy security, promoting low-carbon industrial transformation, strengthening the northern ecological safety barrier, and supporting China's overarching goals of achieving carbon peak and carbon neutrality.
