The Ministry of Industry and Information Technology recently announced the 2025 (fourth batch) list of specialized SME industrial clusters, with Nanning's Liangqing District Smart Terminal Chip Industry Cluster making the cut. This marks the only selected cluster from Guangxi in this batch, with the designation valid for three years. Additionally, the Yongning District Aluminum Deep Processing Cluster, initially recognized in the 2022 (first batch) list, passed its review.
In recent years, Liangqing District has aggressively developed its smart terminal chip industry, attracting key enterprises such as Nanning Tech Semiconductor Co., Guangxi Huaxin Zhenbang Semiconductor Co., and Nanning Chuxin IC Design Co. These investments have established a comprehensive industrial ecosystem spanning chip design, manufacturing, packaging, testing, and applications.
By integrating advanced manufacturing with modern services, the cluster has enhanced supply chain efficiency through big data and cloud computing while expanding into AI development. These efforts align with broader regional initiatives, including support for the Southern A Hub.
Specialized SME clusters are defined as county-level industrial ecosystems led by small and medium enterprises, emphasizing innovation, resource aggregation, and efficient collaboration. Since 2022, the Ministry has conducted annual reviews, requiring clusters to sharpen their industrial focus, boost innovation, and accelerate digital and green transitions while strengthening governance and nurturing high-potential SMEs.
