The Ministry of Transport, together with eleven other government departments, has jointly issued the Action Plan for High-Quality Development of Multimodal Transport and Optimization of the Transport Structure (2026–2030).
The plan calls for advancing the large-scale application of "AI+" across multimodal transport scenarios.
Under the initiative, the upgrade of automated port terminals will be fully aligned with multimodal transport operations in order to build an intelligent, full-chain intermodal system.
The plan also calls for building high-quality datasets for multimodal transport, developing domain-specific large models for the sector, and accelerating the deployment of intelligent agents.
It further promotes the digital, intelligent, and specialized upgrading of multimodal transport facilities and equipment, including the adoption of smart gates, remotely controlled gantry cranes, automated sorting systems, and smart containers.
The plan also pushes for the large-scale deployment of new-energy heavy trucks.
By 2030, more than ten AI application scenarios are expected to be implemented in areas such as intelligent generation of intermodal plans, transport demand forecasting, real-time monitoring and early warning, and dynamic route optimization.
