Taobao's on-demand delivery service has introduced an upgraded round of food safety governance measures. The platform's latest data indicates that the "Snap and Report" mechanism for delivery riders has been expanded to 48 cities nationwide, with regular collaboration established with local market regulatory authorities to transfer leads. Starting June 1, Taobao's on-demand delivery will implement multi-dimensional substantive verification for 100% of newly signed food and beverage merchants.
Regarding data connectivity, Taobao's on-demand delivery has proactively integrated with the license verification systems of market regulatory departments across 31 provinces. The platform has also distributed over 10 million food safety seals in more than 30 cities nationwide, ensuring that meal packaging is securely sealed, convenient, and compliant with standards.
Currently, the self-developed food safety governance large model "Bai Ze" by Taobao's on-demand delivery has been integrated into over 100 business scenarios, with monthly token calls exceeding 1 trillion and verification accuracy surpassing 99%. "Bai Ze" has been officially open-sourced, allowing other food delivery platforms and chain restaurant enterprises to use and further develop it free of charge.
In terms of organizational support, Taobao's on-demand delivery has established a primary food safety management department with sufficient full-time personnel. Since May 1, the platform has further strengthened food safety responsibility clauses in new contracts with city partners nationwide, extending the management chain to the end.
The "Regulations on the Supervision and Management of Food Safety Responsibilities for Online Catering Service Operators" will take effect on June 1. Taobao's on-demand delivery continues to upgrade its "3+1+AI" digital governance system to actively implement various new regulatory requirements. Xiao Shuixian, Party Committee Secretary and Senior Vice President of Taobao's on-demand delivery, stated, "The core positioning of the platform is to comprehensively conduct pre-approval audits, real-time information sharing during operations, and post-complaint response, actively cooperating with regulatory authorities."
Xiao Shuixian explained that since 2024, Taobao's on-demand delivery has gradually built the "3+1+AI" digital governance system, continuously iterating and upgrading it in line with policy requirements and changes in business scenarios. It has now formed a governance closed-loop covering the entire operational chain of merchants. In this system, "3" represents three core mechanisms: strict merchant entry audits, dynamic coverage of daily operational inspections and spot checks, and open and transparent public supervision through "Internet + Transparent Kitchen"; "+1" refers to the innovative "Snap and Report" mechanism for delivery riders, making it easier to detect and address issues such as abnormal licenses and unsanitary environments; "AI" deeply empowers the entire chain, including storefront image and license recognition, live kitchen inspections, and leads from "Snap and Report."
