The National Day and Mid-Autumn Festival double holiday coincided with the Populus euphratica cultural tourism event, bringing a peak in tourist arrivals to Ejina in the golden autumn. While tens of thousands of visitors gathered to enjoy the magnificent desert poplar scenery, risks and hazards in the market supervision field converged. To crack down on irregularities in the tourism market and safeguard smooth market operations during the holiday, the Ejina Banner Market Supervision Bureau established a grid-based supervision framework of "four zones in Dazhen, two scenic route lines, and a mobile comprehensive liaison team," implementing a work model of full staffing, no rest days, and round-the-clock inspections. Multiple priority special rectification campaigns were integrated into holiday inspections, promoting on-site detection and resolution of risks and hazards.
From October 1 to October 7, the bureau deployed a total of 210 law enforcement personnel and 54 law enforcement vehicles, inspected 622 business entities, identified 229 various risks and hazards, completed rectification of 225, achieving a rectification rate of 98.25%, and handled 14 cases, maintaining a high-pressure crackdown on illegal and non-compliant behavior with zero tolerance and strict enforcement. Based on inspection results, a "red and black list" in the market supervision field was published, with one business entity publicly commended on the red list and nine entities exposed on the black list, using model examples and public exposure to guide businesses toward compliant operations and create a favorable consumption environment.
Focusing on restaurant food safety, the bottom line of livelihood protection was firmly upheld. Close attention was paid to restaurant service units, supermarkets, tour group meal reception units, and food vendor gathering areas in scenic spots, with key inspections covering business licenses, kitchen environments, invoice and voucher tracking, and employee health certificates. A cumulative total of 506 food production and operation units were inspected, including 109 supermarkets, 284 restaurants, 96 food stalls, and 17 small food workshops. Thirteen rectification notices were issued, 11 simplified cases and 3 general cases were handled, with cases still under processing and 4.65 kg of goods confiscated. "Daily testing" of edible agricultural products was carried out, completing 42 rapid test batches. In line with the "Protecting Three Meals a Day" food safety special campaign, online food delivery safety governance and the special campaign against the production and sale of counterfeit and inferior meat products were firmly advanced, inspecting 47 meat product production and operation units and 83 online food delivery merchants. Tour group meal units were urged to implement food sample retention and tableware disinfection, and to promote the "Clean Plate Campaign."
Price supervision and management were strictly enforced to regulate market transaction order. Adhering to an integrated approach of prior guidance, in-process inspection, and post-incident investigation, price reminders and warnings were solidly carried out. On-site administrative guidance was provided for key industries such as hotels, restaurants, supermarkets, and scenic spots, urging businesses to strengthen price self-discipline and consciously regulate pricing behavior. On this basis, the implementation of clearly marked pricing was a key focus of verification, with strict investigation and punishment of illegal acts infringing on tourists' legitimate rights and interests, including non-standard price displays, hoarding and profiteering, collusive price hikes, dual pricing, price fraud, and false advertising. Problems found during inspections were urged to be corrected on the spot, maintaining a high-pressure deterrent in tourism market price supervision. A cumulative total of 451 business entities involving pricing behavior and advertising were inspected. Meanwhile, in areas such as special equipment, measuring instruments, and pharmaceuticals and medical devices, 31 business entities were inspected, urging all operators to strictly fulfill their primary responsibility for safety production and building a comprehensive safety defense line.
Consumer rights protection services were optimized to enhance tourist satisfaction. A 24-hour duty and on-call system was strictly implemented, complaint channels were kept open, and relying on the 12345 government service hotline and WeChat work groups, dedicated personnel handled, transferred, and resolved complaint work orders with full-process follow-up and supervision. Complaints were handled immediately upon receipt, with nighttime complaints responded to and processed simultaneously, achieving same-day completion of work orders and improving response and handling efficiency. During the holiday period, the complaint resolution rate reached 100%, with a cumulative total of 58 complaints and reports received, down 18.3% year-on-year, involving disputed amounts of 52,000 yuan and recovering 24,700 yuan in economic losses for consumers. In terms of complaint types, hotel refund requests due to tourists unilaterally changing travel plans accounted for 81.9%, food safety accounted for 12.7%, price supervision accounted for 3.6%, and measurement accounted for 1.8%.
Although the National Day holiday has ended, various Populus euphratica festival activities are still continuing. The Ejina Banner Market Supervision Bureau will continue to consolidate holiday market supervision achievements, solidly carry out market order protection work for the Populus euphratica festival, and conduct "look-back" reviews on problems and hazards, tracking and supervising various issues to strictly prevent recurrence. It will continue to deepen supervision in key areas, normalize special campaigns on meat products and online food delivery, dig deep into tourism market irregularities in conjunction with anti-organized crime efforts, keep complaint and report channels open, and crack down on cheating and overcharging of customers. Cross-departmental coordination and legal publicity will be strengthened, the incentive and constraint effects of the "red and black list" will be leveraged, and business operators' primary responsibilities will be reinforced. Adhering to rapid complaint handling, strict closed-loop hazard resolution, and zero tolerance for violations, the bureau will strive to create a safe, fair, and reassuring tourism consumption environment.
