China's Software Industry Revenue Grows 13.0% YoY in First Three Quarters

Data released by China's Ministry of Industry and Information Technology on October 30 shows that the country's software and information technology services sector maintained steady growth in the first three quarters of 2025. Total revenue reached 11.11 trillion yuan (RMB), up 13.0% year-on-year, while profits rose 8.7% to 1.44 trillion yuan. Software exports increased 6.6% to $45.94 billion.

By sector, IT services remained the key driver with revenue of 7.64 trillion yuan, up 14.3% YoY and accounting for 68.8% of the industry total. Cloud computing and big data services generated 1.16 trillion yuan (+13.7% YoY), IC design revenue grew 16.9% to 323.4 billion yuan, and e-commerce platform tech services rose 11.1% to 1.02 trillion yuan.

Software product revenue totaled 2.39 trillion yuan (+10.9% YoY), including 138.3 billion yuan from basic software (+11.2%) and 235.9 billion yuan from industrial software (+9.8%). Information security and embedded system software revenues reached 162.7 billion yuan (+6.9%) and 921.2 billion yuan (+8.7%) respectively.

Regionally, eastern China dominated with 83.8% market share and 13.3% growth. Central, western, and northeastern regions posted increases of 13%, 10.7%, and 9.5% respectively. The Beijing-Tianjin-Hebei and Yangtze River Delta clusters stood out with 14.6% and 15% growth. Beijing, Guangdong, Jiangsu, Shandong, and Shanghai ranked top five in revenue, growing between 9.2% and 20.2%.
