China News Service, Nanchang, October 14 (Li Yunhan, Liu Xiaohu) — On the 14th, reporters learned from the Jiangxi Provincial Forestry Bureau that the "Jiangxi Province 15th Five-Year Forestry Development Plan" (hereinafter referred to as the "Plan") was recently issued by the Jiangxi Provincial Forestry Bureau and the Jiangxi Provincial Development and Reform Commission.

The "Plan" proposes the "four highs and one strong" development approach—high-level protection, high-quality development, high-efficiency governance, and a high-quality workforce—to build a modern forestry powerhouse, charting the direction for high-quality forestry development over the next five years.

The "Plan" specifies that by 2030, Jiangxi Province's forest coverage rate shall be no less than 60.86%, forest stock volume shall reach 850 million cubic meters, arbor forest stock volume per unit area shall reach 100 cubic meters per hectare, and the total output value of the forestry industry shall reach 1 trillion yuan. The province's forestry "three zones and two belts" development pattern will become clearer, forest quality will steadily improve, the service functions of forest, wetland, and grassland ecosystems will continuously strengthen, the protected natural area system with national parks as the main body will become increasingly sound, the ecological security barrier will be more solid, the "3+N" modern forestry industry system will be basically established, and the effectiveness of ecological enrichment of the people will be more prominent.

The "Plan" deploys five key tasks. In terms of scientifically advancing national greening, it coordinates national greening space, focuses on improving forest quality, and consolidates the foundation of forest and grass seedling resources; in terms of strengthening forest and wetland protection and restoration, it advances the construction of the protected natural area system, strengthens the protection and management of forest, grass, and wetland resources, enhances the level of wildlife protection, and safeguards the bottom line of forestry ecological security; in terms of building a modern forestry industry system, it scientifically advances resource cultivation, promotes the transformation and upgrading of forest product processing, actively cultivates new forestry industries and new business formats, and builds a modern forestry management service system; in terms of deepening reform in key areas, it continues to deepen the collective forest rights system reform, advances the modernization of state-owned forest farms, and continues to build an upgraded version of the forest chief system; in terms of enhancing the level of science and technology empowerment, it strengthens scientific and technological innovation capabilities, accelerates the application of digital and intelligent empowerment, and strengthens talent team building.

The "Plan" systematically outlines 22 major forestry engineering projects. Among them, national greening and beautification includes 2 projects: forest quality and forest phase improvement, and forest and grass seed industry innovation; forestry resource protection includes 6 projects: the construction of the Wuyishan National Park and other protected natural area systems, ecological protection and restoration of important wetlands in the Poyang Lake basin, protection of rare and endangered wildlife, protection of natural forests and public welfare forests, improvement of forest fire prevention and control capabilities, and tackling of pine wilt disease and other pest control efforts; forestry characteristic industries include 5 projects: quality improvement and efficiency enhancement of the oil tea industry, transformation and upgrading of the bamboo industry, expansion and optimization of the under-forest economy, construction of national reserve forests, and construction of a modern forestry industry management service system.

In addition, the "Plan" proposes that forestry reform and innovation includes 4 projects: deepening the collective forest rights system reform, modernization of state-owned forest farms, building an upgraded version of the forest chief system, and realization of forestry carbon sink value; forestry support and guarantee includes 5 projects: forestry science and technology innovation and promotion, construction of a smart forestry digital empowerment platform, comprehensive capacity improvement of the cadre team, construction of a scientific research innovation team, and cultivation of grassroots and technical skilled talents.
