Guangdong-Hong Kong-Macao Yacht Free Travel Initiative Launched! Guangzhou Huangpu Unveils Ten-Kilometer Golden Waterfront Plan for Marine Economy

An official national approval has prompted Guangzhou's Huangpu district to accelerate its marine economic development.

On June 2nd, Guangzhou Kaital Transportation Investment Co., Ltd., a subsidiary of Guangzhou Development District Communications Investment Group Co., Ltd., entered into a strategic cooperation framework agreement with Hainan Yaode Marine Industry Co., Ltd. in Sanya, Hainan.

The collaboration will focus on constructing public yacht marinas and supporting facilities, operating water sports events and cultural tourism, and developing youth water-based education programs.

Leveraging the Yuzhu Bay Public Yacht Marina, the partners aim to explore a new integrated model combining "yacht + low-altitude" transportation across water, land, and air with cultural tourism.

On May 29th, the State Council issued an approval document, specifying that for Hong Kong and Macao yachts entering designated mainland ports within the nine Greater Bay Area cities for temporary travel limited to those nine cities, the requirements for providing a guarantee and obtaining temporary vessel nationality registration are waived.

This policy directly removes the previous high financial guarantee barrier for entry and permits the application for a temporary mainland license, addressing long-standing issues of complex procedures, high costs, and restricted travel areas for cross-border yachting, thereby facilitating free yacht travel within the Guangdong-Hong Kong-Macao Greater Bay Area.

Seizing this policy opportunity, Huangpu District is using the yacht industry as an entry point to promote high-quality development of its waterfront cultural tourism sector.

The project will utilize Huangpu's ten-kilometer golden waterfront along the eastern bank of the Pearl River, starting with public marinas like Yuzhu Bay, to transform the riverfront from an industrial cargo function to a mixed-use model integrating industry, culture, tourism, and living.

According to the agreement, cooperation will initially focus on three key areas.

Regarding infrastructure, plans include building smart public yacht marinas, yacht clubs, and dry dock maintenance facilities to address the current shortage of berthing and maintenance services in the region.

For water sports events and cultural tourism operations, the partners will introduce national and international-level event IPs for sailing, kayaking, and other water sports to stimulate commercial and tourism consumption along the waterfront.

Additionally, leveraging Huangpu's waterfront resources, they will conduct youth water sports training and educational programs to cultivate a long-term consumer base.

Guangzhou Development District Communications Investment Group is a state-owned "transportation+" industrial investment and operation platform under Huangpu District.

In recent years, it has seized strategic opportunities in the low-altitude economy, accelerating the implementation of various application scenarios including low-altitude logistics, smart city management, and emergency response.

Its subsidiary, Guangzhou Kaital Transportation Investment Co., Ltd., is deeply involved in full-chain investment, operation, and maintenance within the transportation industry and is simultaneously expanding into the yacht sector.

Hainan Yaode Marine Industry Co., Ltd., as a professional waterfront industry operator, possesses the capability to organize and execute national and international water sports events.

With mature experience in yacht marina operations, water event organization, and waterfront commercial planning, it will provide professional operational support for the project.

Moving forward, Guangzhou Development District Communications Investment Group will use this agreement as a starting point.

Relying on the Yuzhu Bay Public Yacht Marina, it will actively explore the new integrated model of "yacht + low-altitude" multimodal transportation and cultural tourism, injecting fresh vitality into Huangpu District's waterfront economy.
