New Book "Looking Ahead to the 15th Five-Year Plan" Released: Leveraging the Strengths of a Super-Scale Market Economy is Crucial for Achieving Development Goals

A seminar to interpret the development logic of the "15th Five-Year Plan" and explore a new framework for China's economic growth, along with the release of the new book "Looking Ahead to the 15th Five-Year Plan," was held on March 17. The book was authored by Liu Shijin, former Vice Minister and researcher at the Development Research Center of the State Council.

The period of the "15th Five-Year Plan" is a critical phase for laying a solid foundation and making comprehensive efforts to essentially achieve socialist modernization. As a pivotal five-year period connecting the past and the future, and a strategic window for responding to changes unseen in a century, the "15th Five-Year Plan" era requires breakthroughs in key areas such as technological innovation, the construction of a modern industrial system, and digital, intelligent, and green transformations. It is necessary to address shortcomings like insufficient consumer demand, fully leverage China's advantages in catch-up growth potential, the new technological revolution, and its super-scale market economy. This will drive substantial progress in shifting China's economic growth from being primarily driven by investment and exports to being led by innovation and consumption.

Liu Shijin mentioned that "identifying and effectively utilizing the advantages of catch-up potential, the new technological revolution, and the super-scale market economy, while implementing growth strategies such as building a manufacturing powerhouse, a consumption powerhouse, and a financial powerhouse, is undoubtedly crucial for successfully advancing structural transformation and achieving the expected development goals."

Led by Liu Shijin, the book compiles research findings from experts in the fields of economics and finance. It focuses on China's long-term economic growth, integrates international experiences of crossing the threshold into high-income economies, and closely addresses core issues of the "15th Five-Year Plan." It analyzes development challenges and pathways for resolution from perspectives including consumption structure, industrial structure, foreign trade, financial structure, urban-rural structure, income distribution, and macro policies.
