The 2026 China Power Quality Project awards, announced by the China Electric Power Construction Enterprise Association, have recognized the Guangxi Fangchenggang Offshore Wind Power Demonstration Project. This project, developed by Guangxi Energy Group under the Guangxi Investment Group, is the first offshore wind initiative in Guangxi to receive this top national honor in the power industry, marking a historic breakthrough for the region in securing such a prestigious national-level industry award.
From its inception, the project set out to be a model of quality, environmental sustainability, and integrity. Confronted with the complex fully-embedded rock geology of the Beibu Gulf seabed, the project team overcame significant challenges. They innovatively adopted a three-pile jacket foundation design for fully embedded rock, successfully solving the industry-wide problem of constructing on hard rock sea beds. This approach set a national record by completing the foundation for a single turbine in just 20 days, while also achieving a 100% localization rate for core components.
These key technological breakthroughs not only filled a gap in China's offshore wind development for complex geological conditions but also provided a replicable and scalable "Guangxi Solution" for similar maritime wind power projects nationwide.
The criteria for the China Power Quality Project award impose rigorous standards on physical construction quality while emphasizing the deep integration of green development and smart construction. The project consistently adhered to a philosophy of "green design, low-carbon construction, and smart operation and maintenance." Through its supporting onshore substation, the project recently obtained a carbon neutrality evaluation certificate from the China Classification Society, setting a precedent as the first "onshore hub carbon neutral" project in China's offshore wind industry.
Furthermore, the project deeply integrated cutting-edge technologies like artificial intelligence, big data, and digital twins. It established a smart offshore wind system using a "Satellite + 5G + Wi-Fi" network, enabling comprehensive synergy between personnel, machinery, networks, and assets. This system effectively converts the abundant wind resources of the Beibu Gulf into a stable and continuous supply of clean, green electricity.
As of the first quarter of 2026, the project's cumulative power generation has surpassed 2.6 billion kilowatt-hours, delivering significant energy-saving and emission-reduction benefits. Moving forward, the project team will continue to advance in the offshore wind sector, strengthen operational management, and strive to build a benchmark project that is safe, reliable, green, low-carbon, smart, and efficient. This effort aims to inject robust momentum into Guangxi's maritime development strategy and support the region's high-quality green growth.
