Adjusting Production Schedules to Access Low Electricity Rates
In accordance with Document No. 112 of the Zhejiang Development and Reform Commission Price [2026], industrial and commercial users across the city can benefit from a deep-valley electricity pricing policy between 9:00 AM and 3:00 PM from October 1st to 3rd. During this window, rates are approximately 40% of the standard daytime price. For instance, a two-part tariff industrial user consuming 10,000 kilowatt-hours during these specified hours from October 1st to 3rd could save an estimated 2,400 yuan in electricity costs.
Participating in Valley-Filling Response Programs for Subsidy Earnings
During the Mid-Autumn Festival and National Day holidays, industrial and commercial users who have already signed contracts with virtual power plants can engage in market-based valley-filling responses. This can be achieved by strategically adjusting production plans or managing the charging and discharging cycles of user-side energy storage systems. For the incremental portion of electricity consumed, participants can claim subsidies ranging from 0.3 to 0.4 yuan per kilowatt-hour, with the specific subsidy rate subject to the official announcement from the electricity trading center. As an example, a user who adjusts their production schedule to increase consumption by 10,000 kilowatt-hours compared to the same period last year could generate earnings between 3,000 and 4,000 yuan.
A simplified participation process includes three steps: firstly, contact the local power supply station before September 20th to complete the virtual power plant agreement; secondly, confirm your intention to participate in the market-based valley-filling response with the local station by September 28th; and thirdly, during the designated market response times over the holidays, adjust your energy storage charging/discharging times or production shifts to ensure each response session lasts no less than two hours, with electricity consumption during the response period exceeding that of the previous year's same period.
Ongoing Participation for Sustained Revenue Opportunities
After registering for a virtual power plant agreement, all industrial and commercial users can engage in various electricity market demand-response activities on a long-term basis. By modifying production shifts, staggering operations to off-peak times, or utilizing user-side storage adjustments, enterprises can consistently earn electricity bill subsidies, thereby achieving both cost reduction and enhanced operational efficiency.
