China Unveils New Five-Year Blueprint to Develop a Leading Global Tourism Industry

China has officially launched a strategic five-year plan aimed at transforming the nation into a world-leading tourism powerhouse. The Ministry of Culture and Tourism has recently issued the "15th Five-Year Plan for Building a Strong Tourism Nation," following approval from the State Council.

Key Objectives and Targets

The blueprint outlines ambitious goals to be achieved by 2030. It aims to secure substantial progress in fostering high-quality development within the tourism sector and to establish a more sophisticated modern tourism system. The plan seeks to solidify tourism's role as a pillar industry, enhancing its capacity to stimulate domestic demand, create jobs, and invigorate the market. A specific target is for the added value of the tourism and related industries to account for a steadily increasing share of the national GDP.

Enhancing Public Experience and Domestic Market

A core focus is on significantly improving the public's sense of fulfillment and happiness derived from tourism. This involves the continuous enhancement of the public tourism service system and a sustained rise in public satisfaction. The plan sets domestic tourism targets of 8.3 billion person-trips and total domestic tourism expenditure reaching 7.7 trillion yuan, further highlighting the inclusive nature of tourism development.

Boosting International Influence and Inbound Tourism

The strategy also aims to markedly elevate China's international tourism influence. It targets a substantial expansion in the scale and economic benefits of inbound tourism, with goals of 190 million inbound tourist arrivals and total spending exceeding 150 billion U.S. dollars. Tourism is envisioned to play a more prominent role in showcasing China's image and fostering cultural exchanges and mutual learning. Furthermore, the plan aims to strengthen China's capability and influence in participating in the formulation of international tourism rules and standards.

Core Implementation Tasks

To realize these objectives, the plan delineates several key areas of action. These include optimizing the overall spatial layout of tourism, cultivating and strengthening new growth drivers for the industry, enriching the supply of high-quality tourism products and experiences, unleashing tourism consumption potential, improving public tourism services, strengthening tourism exchanges and cooperation with foreign countries as well as Hong Kong, Macao, and Taiwan, advancing high-efficiency governance in the tourism sector, and establishing a robust supporting and safeguard system.
