Chinese Regulator Approves Minsheng Bank's Takeover of Two Village Banks and Branch Expansion

On September 18, the Yan'an Financial Regulatory Sub-Bureau issued an official approval, greenlighting China Minsheng Banking Corp., Ltd.'s acquisition of Zhidan Minsheng Village Bank Co., Ltd.. As part of this move, the bank will establish the China Minsheng Banking Corp., Ltd. Yan'an Zhidan Sub-branch, which will take over the assets, liabilities, business operations, and staff of the acquired village bank.

In a parallel development, the Yulin Financial Regulatory Sub-Bureau also released its approval, permitting China Minsheng Banking Corp., Ltd. to acquire Yulin Yuyang Minsheng Village Bank Co., Ltd.. Consequently, the bank will set up two new outlets—the Yulin Fushe Road Sub-branch and the Yulin Yinsha Road Sub-branch—to assume the assets, liabilities, business, and employees of the target village bank.

These approvals mark a significant step in the consolidation of rural financial institutions, as the larger commercial bank integrates these community-focused lenders into its broader operational framework.

The regulatory clearances underscore the ongoing efforts to streamline local banking services, ensuring continuity for customers and staff while strengthening the parent bank's presence in the Shaanxi region.

The transition is expected to proceed smoothly, with all existing contracts, deposits, and loan agreements at the village banks remaining valid under the new management structure.

Local customers will continue to receive services at their familiar locations, now operating under the China Minsheng Banking Corp., Ltd. brand, with enhanced access to a wider range of financial products and digital banking capabilities.

Staff members of the acquired village banks will be integrated into the new sub-branches, preserving employment stability and leveraging their local market knowledge to maintain service quality.

The regulatory approvals align with China's broader financial strategy to strengthen risk control in rural banking while promoting efficient, sustainable development of community-level financial services.
