Tesson Holdings Limited announced that its indirect non-wholly owned subsidiary, Tesson Sino Express Intelligence Power (Hong Kong) Limited, has signed a non-binding memorandum of understanding with China Railway First Group Co., Ltd. on 16 June 2026.
The parties intend to develop a city-wide network of intelligent Photovoltaic-Storage-Charging-Inspection (PSCI) stations in Hong Kong. The initial pilot will convert a carpark on Hoi Wang Road, Tsuen Wan, into a zero-carbon complex integrating parking, ultra-fast charging and vehicle inspection services.
Under the MoU: • China Railway First Group will secure suitable parking sites, provide property management support, handle brand promotion, form project consortia and take priority in design and construction tasks. • Tesson Sino will fund charging equipment and software platforms, oversee design and regulatory approvals, manage long-term operation and maintenance, and handle marketing, user services and electricity fee settlement.
The MoU is effective for one year and may be extended by up to three years with mutual consent. Except for clauses on confidentiality, compliance, validity, termination and dispute resolution, the document is non-binding; project execution will depend on subsequent definitive agreements governed by Hong Kong law.
Tesson Holdings, which entered the electric-vehicle charging-station business in late 2025, views the collaboration as a strategic step to accelerate PSCI deployment and strengthen its market position by leveraging China Railway’s infrastructure and property management expertise.
The company cautions that the Project remains subject to final agreements and may not proceed. Shareholders and potential investors are advised to exercise prudence when dealing in the company’s securities.
