MGM China Holdings Limited announced that its wholly owned subsidiary, MGM Grand Paradise, S.A., has entered into a partnership agreement to establish the “Macau SAR Government Guidance Fund No. 2, Limited Partnership Fund.” The agreement, signed on 23 October 2026, also includes the five other Macau gaming concessionaires as limited partners, while Macau Project Management (No. 2) Limited will serve as the general partner.
The limited partnership fund, created under Macau’s Investment Funds Law (Law No. 11/2025) and the Government Guidance Fund Management Regime (Administrative Regulation No. 26/2026), targets a total capital commitment of MOP 9.00 billion (approximately HK$8.70 billion). MGM Grand Paradise has committed MOP 1.24 billion (about HK$1.21 billion), representing roughly 13.8 % of the fund’s size. The vehicle will run for an initial 15-year term, with the first five years designated as its investment period. Management responsibilities have been delegated to Macau Investment and Management Company Limited.
Proceeds will be deployed to advance the Macau SAR Government’s economic-diversification agenda, including support for emerging industries, industrial upgrading, commercialization of technology, investment in technology start-ups and national strategic sectors, and projects in the Greater Bay Area and Hengqin.
The capital pledge will be counted toward MGM Grand Paradise’s existing obligations under its casino concession contract signed on 16 December 2022. That contract requires total investment of MOP 16.70 billion (HK$16.20 billion) between 2023 and 2032, of which MOP 15.00 billion (HK$14.60 billion) is earmarked for non-gaming projects. The latest commitment reinforces MGM China’s alignment with Macau’s policy objectives and its broader non-gaming investment program.
