"Busiest Five Online" Trend on Social Media, Netizens: Unbelievable!

Recently, a government procurement review list was found to directly copy names from an online name database, sparking widespread attention. The names "Zhang Jiwei, Lin Guorui, Lin Wenshu, Lin Yanan, and Jiang Yiyun," which appear in a common online Chinese name directory, were identified in multiple official documents. The "Busiest Five Online" quickly became a trending topic.

The issue came to light when these five names appeared in the review panel list for a machinery equipment leasing procurement project in Zhuxi County, Hubei, published on the China Government Procurement Network on December 3. The names matched exactly the top five entries in Baidu Wenku's "10,000 Common Chinese Names" directory, raising suspicions among netizens.

On the afternoon of December 4, officials from the Zhuxi County Housing and Urban-Rural Development Bureau responded, stating that an investigation was underway. "Preliminary findings confirm this as a major oversight in our work, partly due to errors by the entrusted agency and inadequate supervision on our part. A joint investigation team has been formed to address the matter," they said. The bureau later announced the termination of the bidding process and pledged to handle the case in accordance with regulations.

Further scrutiny revealed that these five names have appeared in various unrelated contexts over the past four years. They have been listed as subjects of administrative penalties, participants in music and logistics competitions, attendees at children's TV galas, editorial board members of journals, and even as researchers in academic projects.

In another incident, the names surfaced in the winner list of the first "Huaxia Cup" National Calligraphy Competition. The organizer later apologized, citing bankruptcy as the reason for the competition's abrupt halt and promising refunds of entry fees. However, no explanation was provided for the fabricated names.

On December 4, netizens also discovered irregularities in a 2019 list of penalties for illegal street vending in Fushun, Liaoning. The list featured two-character names matching those of celebrities, including three from the "Busiest Five Online." The local government acknowledged the use of false names in the penalty notices and vowed strict action against those responsible.

Netizens expressed disbelief, with many questioning the credibility of public procedures. The repeated appearance of these names across unrelated official documents highlights systemic issues of formalism and fraud. The incident underscores the need for transparent review processes, traceable records, and public oversight mechanisms to ensure fairness and restore trust in administrative procedures.
