A strategic partnership agreement for the "OPC" (One Person Company) model, along with the launch of a training program for disabled individuals in employment and entrepreneurship, was formalized on August 7th. This collaboration between the municipal Disabled Persons' Federation and Xingyuan Chuangzhi (Shenyang) Technology Service Co., Ltd. represents a key initiative to advance technology-assisted disability support and innovate employment models.
This cooperation aims to normalize OPC digital skills training, provide customized employment and entrepreneurship matching services, offer long-term dynamic tracking support, and precisely deliver policies benefiting disabled persons. The goal is to help disabled individuals master the "solo company" operational model.
A responsible official from the municipal Disabled Persons' Federation stated that the agreement is designed to fully leverage Xingyuan Chuangzhi's OPC digital technology operations and incubation resources. It seeks to enhance the vocational skills of disabled individuals, promote their employment and entrepreneurship, and facilitate their equal integration into society. By integrating policy support, professional training resources, employment opportunities, and a startup ecosystem, a platform combining "skills training + OPC digital entrepreneurship" will be established. This creates an integrated, one-person company service model for disability support, contributing to the city's AI industry development.
In today's era, where AI technology is rapidly reshaping employment structures and production methods, the "solo company" model, characterized by its lightweight structure, high flexibility, and strong innovation potential, has become a vital part of new productive forces. It breaks down the spatial limitations of traditional employment, creating unprecedented opportunities for disabled individuals to work from home and pursue self-employment.
Following the signing, the partners will leverage OPC community industry resources, combined with the Federation's policy advantages, grassroots service networks, and disability service centers. This will form a comprehensive "policy support + professional training + practical incubation + job matching + startup support" service chain, aiming to develop a replicable "Shenyang Model" and "Shenyang Experience."
Lin Weihao, Chairman of Shangben Big Data Group, expressed the company's willingness to collaborate with the Federation. They plan to integrate AI technology with the employment needs of disabled persons, helping them master the OPC operational model through skills training, scenario-based pilots, and resource support, enabling income generation and employment in emerging tech fields.
Immediately after the signing ceremony, the first OPC practical training class for disabled individuals began, with nearly 20 participants attending. The training focused on utilizing the OPC digital entrepreneurship platform, managing the OPC incubation community, and analyzing real-world cases. The program is divided into beginner and advanced levels to help participants produce marketable digital products from scratch.
A trainee named Yi Sisi (pseudonym) shared, "Due to my mobility issues, I've changed many jobs since graduating college. I really cherish this training opportunity. I'm grateful to the Federation for giving me the chance to learn a skill that suits me."
Xu Yadong, General Manager of Xingyuan Chuangzhi, explained that after the training concludes, the company and the Federation will provide in-depth incubation, guidance, and job matching based on each individual's preferences, offering a complete, closed-loop service for employment and entrepreneurship.
A representative from the city's Disabled Persons Service Center added, "We will closely align with the city's AI industry development, actively promote digital employment and entrepreneurship for disabled persons, and innovatively develop the 'solo company' model. This will build a comprehensive service chain covering skills training, policy support, incubation, job matching, and startup support, helping disabled individuals increase their income through employment."
