Committee Member Wu Dianxiong: Addressing the Shortcomings in Agricultural Product Origin Cold Chain Logistics.

Agricultural product cold chain logistics connects agricultural production on one end and people's livelihoods on the other, impacting both farmers' incomes and the food baskets of urban residents. Wu Dianxiong, a provincial committee member and Chairman of Hebei Yaxiong Modern Agriculture Co., Ltd., suggested focusing on structural optimization and quality improvement to address the shortcomings in cold chain logistics at agricultural production sites, thereby promoting a shift in cold chain logistics from "scale expansion" to a focus on both "quality and efficiency."

Currently, the cross-regional transportation of fresh agricultural products has become commonplace. Through his research, Committee Member Wu Dianxiong found that although the total scale, layout, structure, and support capacity of cold chain logistics for agricultural products in the province have significantly improved, with the accelerated development of a unified national market and the rapid growth in consumption of high-quality cold chain agricultural products, there remains a gap in the level of facilities and equipment for cold chain logistics at the production origin in many areas.

Wu Dianxiong recommended accelerating the construction of a comprehensive storage and cold chain logistics system in major agricultural production areas, centered around distinctive and advantageous agricultural industries. He proposed focusing on weak links such as pre-cooling at the origin and distribution centers, and strengthening the construction of origin cold storage and preservation facilities, pre-cooling facilities, cold chain distribution centers, and primary processing capabilities for products to provide strong support for the production, circulation, and consumption of agricultural products. Furthermore, he suggested accelerating the research and development of green, engineered, and intelligent cold chain logistics equipment for production origins to enhance the modernization level of technical equipment in origin cold chain logistics from the source.

Small and medium-sized farmers have limited capital and find it difficult to bear the high investment costs of cold chain construction. In response to this, Wu Dianxiong recommended promoting shared cold storage at field sites and cold chain co-distribution platforms to meet the usage needs of small and medium-sized farmers and reduce their costs. He also advised optimizing transportation organization models, increasing efforts to regulate "small, scattered, and disorganized" logistics enterprises, and forming a standardized, regulated, efficient, safe, and green cold chain logistics service system.
