On March 10, the promotion event for Qingdao Energy Urban Renewal Project and the groundbreaking ceremony for Qingneng Science and Technology Innovation Industrial Park were held at No. 690 Hefei Road in Shibei District. As the city’s first low-carbon smart park with an energy theme, the official launch of this project represents a key initiative by Qingdao Energy Group to revitalize underutilized land and deepen the integration of energy technology innovation with industry. It also marks another major achievement in Qingdao’s urban renewal efforts, injecting strong momentum into the city’s green, low-carbon development and regional economic transformation.
Creating a State-Owned Enterprise Model for Efficient Land Use As a flagship project in response to urban renewal initiatives, the park focuses on enhancing the efficiency of underutilized industrial land. It involves the systematic redevelopment of approximately 0.71 hectares of idle industrial space at No. 690 Hefei Road in Shibei District, establishing a "Qingneng Model" for the revitalization of low-efficiency land by municipal enterprises.
"The site is located in a prime area of Shibei District, with dense population, convenient transportation, and mature residential, educational, medical, and commercial facilities nearby. It is the only M0 new industrial land park in the area, planning to construct three industrial buildings with a total floor area of about 36,000 square meters and over 280 parking spaces," explained Xie Yuanbing, Party Branch Secretary, Chairman, and General Manager of Qingdao Energy Industry Operation Co., Ltd. He noted that the project not only exceeds conventional market standards in key parameters such as floor height and load capacity but also offers a strategic location in the city center, making it an ideal choice for innovative enterprises, tech companies, and one-person businesses seeking to establish a presence and enhance their brand image.
Once operational, the park will fill the gap for high-quality, energy-themed industrial spaces in the region, breathing new life into idle land and providing a replicable model for urban renewal led by state-owned enterprises.
Building a Full-Chain Green Energy Innovation Cluster Aligned with green and low-carbon development goals, the park is strategically positioned within Qingdao’s "10+1" and "8+X" industrial innovation frameworks, targeting digital technology and specialized sectors. It aims to become the city’s first integrated modern green energy innovation cluster, combining R&D, pilot testing, light manufacturing, and service functions.
Focusing on the entire industrial chain of new energy technology—from upstream to downstream—the park will strengthen, extend, and complement existing industrial links, striving to establish provincial and municipal enterprise technology centers. This will create a new development model characterized by high-end, green, intelligent, and integrated operations, supporting Qingdao’s transition to sustainable energy and promoting high-quality green economic growth.
Driving Economic and Social Benefits As a key lever for regional economic development, the Qingneng Science and Technology Innovation Industrial Park is expected to generate significant economic and social benefits upon completion. By extending the energy industry chain and attracting specialized and innovative enterprises, the park is projected to drive annual output value exceeding 100 million yuan. This will not only inject new vitality into Shibei District’s economy but also bolster Qingdao’s real economy, creating jobs, increasing tax revenue, and delivering dual economic and social benefits.
The project has already received positive market feedback, with several high-quality enterprises expressing interest in leasing nearly 9,000 square meters of space, accounting for over 70% of leasable area.
The successful groundbreaking ceremony demonstrated the collaborative effectiveness of "government guidance, enterprise leadership, and market operation," with public and private sectors working together to support project development. Moving forward, the group will use the park’s launch as an opportunity to further engage in urban renewal and energy industry integration, advancing construction and investment with higher standards and practical measures. By providing quality space for the aggregation and upgrading of Qingdao’s new energy industry, the project will help shape a new vision for urban renewal and contribute to the city’s high-quality development.
