Zhejiang Province has announced the addition of six new pioneer zones, which are spread across sectors including hydrogen energy, flexible electronics, the low-altitude economy, aerospace equipment, and biomanufacturing. This initiative supports various regions in leveraging their local resource endowments and industrial foundations to cultivate future industries through differentiated strategies.
According to an August 4th release from Hangzhou's official information platform, the Provincial Department of Economy and Information Technology recently published the fourth batch (for the first half of 2026) of Zhejiang Province's Future Industry Pioneer Zone cultivation list, comprising six zones. These new zones are distributed across the aforementioned sectors, encouraging local authorities to develop unique future industries based on their strengths.
Zhenhai Hydrogen Energy Future Industry Pioneer Zone
The Zhenhai Hydrogen Energy Future Industry Pioneer Zone capitalizes on its unique advantages in petrochemicals, port logistics, and a concentration of scientific innovation. With the "Zhaobao Hydrogen Valley" as its core, it is advancing a spatial development pattern of "one core, two engines, three bases." Its goal is to build a nationally renowned hydrogen energy innovation demonstration base, initially setting its sights on becoming the best in Ningbo and a benchmark for East China. Currently, the zone has attracted high-level hydrogen energy science and innovation platforms like the Ningbo Institute of Materials Technology and Engineering (CAS) and the Yongjiang Laboratory. It also boasts a leading industrial by-product hydrogen supply base in East China, complemented by a hydrogen refueling network, hydrogen pipelines, and a one-stop hydrogen testing center, thus perfecting the entire hardware chain of "production, storage, transportation, and utilization." The pioneer zone is actively exploring an innovative cultivation model involving "capital empowerment, spatial enablement, and state-owned capital support." Led by chain-enterprise Kunhua Technology, it has gathered a full-chain enterprise cluster and established a "1+N+X" multi-scenario demonstration system, deploying hundreds of hydrogen-powered vehicles. In coordination with the Ningbo Zhoushan Port, it is simultaneously advancing the layout of green fuel industrialization demonstration projects, such as green hydrogen, green methanol, and green ammonia, to create a benchmark for low-carbon transformation in the heavy chemical industry and port sector, steadily building towards a national-level hydrogen energy industry hub.
Nanhu Flexible Electronics Future Industry Pioneer Zone
The Nanhu Flexible Electronics Future Industry Pioneer Zone, based in the Nanhu High-Tech Zone, uses the Zhejiang Tsinghua Flexible Electronics Technology Research Institute as its core innovation carrier. It is targeting growth markets like embodied intelligence, brain-computer interfaces, smart wearables, and the low-altitude economy to develop the industrial application of flexible electronics technology. The zone has already established one of the province's first concept verification centers for flexible electronics technology and built a pilot production platform for flexible integrated device manufacturing spanning 8,700 square meters. It also hosts a flexible electronics technology industrial ecology park, a 41-mu (approx. 2.7 hectares) site for achievement transformation, the "Oriental Flexible Valley" platform, and an embodied intelligence training center focused on tactile sensing. The pioneer zone covers a total planned area of 6.46 square kilometers, cultivating three development blocks: an innovation incubation core area, an industrial development cluster area, and a future industry expansion area. Through innovative explorations like the "one institute, one park, one fund" cultivation model, the zone aims to form a synergistic pattern of "incubation + fission + attraction," establishing itself as a national source of flexible electronics innovation, a primary destination for achievement transformation in the Yangtze River Delta, and a core leading hub for the provincial flexible electronics industry, continuously polishing the "Oriental Flexible Valley" brand.
Shaoxing Yuecheng District Low-Altitude Economy Future Industry Pioneer Zone
The Shaoxing Yuecheng District Low-Altitude Economy Future Industry Pioneer Zone, centered around Jianshui Science and Technology City, covers a planned area of approximately 10.5 square kilometers. It has a spatial layout of "one core leading, three zones interacting" and is designated as a provincial-level "first-fly zone" for the low-altitude economy, as well as the province's sole pilot platform for drone public safety management. The zone has already established standardized low-altitude air routes and multi-level takeoff and landing facilities. It is actively promoting the landing and production of key projects from companies like DJI, Zongheng Shares, China Aviation Industry Special Aircraft, Jiuzhou, and Suocheng Technology. Concurrently, it collaborates with universities and research institutes to build various low-altitude professional laboratories, attracting a multitude of scientific talent and expert think tanks. A dual-guarantee system of "policy guidance + funding support" for the low-altitude economy industry has been established. The zone is targeting "platforms, industry, scenarios, and services," continuously attracting leading projects and expanding commercial low-altitude applications, with the goal of building a national leading zone for the low-altitude economy.
Zhuji Aerospace Intelligent Equipment Future Industry Pioneer Zone
The Zhuji Aerospace Intelligent Equipment Future Industry Pioneer Zone focuses on three key tracks: satellite manufacturing (including whole satellites and components), manufacturing of advanced aircraft (including whole aircraft and components), and ground equipment and services. It has a spatial pattern of "one core, two zones linking." The Huanjiang Laboratory serves as the core innovation engine, linking with the Zhuji Science and Technology City and the Economic Development Zone to host industries and application scenarios, supported by ample industrial space and new infrastructure. The zone has gathered several high-level science and innovation carriers and multi-tiered industrial funds, built various aerospace pilot testing platforms, and deepened the "university + platform + enterprise + industry chain" collaborative innovation model. It has already attracted dozens of core and supporting aerospace enterprises and landed several major industrialization projects. By deepening the "chain chief + chain leader" system for the Zhuji aerospace industry chain, the zone aims to coordinate technological breakthroughs, enterprise incubation, and scenario demonstrations, continuously growing the aerospace industry and creating "four highlands" for Zhejiang Province in aerospace intelligent equipment advanced manufacturing, innovation incubation, industrial ecosystem construction, and industrial openness and cooperation.
Zhoushan High-Tech Zone Low-Altitude Economy Future Industry Pioneer Zone
The Zhoushan High-Tech Zone Low-Altitude Economy Future Industry Pioneer Zone leverages its island and marine resource endowments, relying on platforms like the national-level comprehensive bonded zone, the provincial-level high-tech zone, and the aviation industry park. It focuses on two core tracks: "low-altitude intelligent manufacturing" and "test flight verification," while simultaneously developing three supporting services: "intelligent connectivity, inspection and maintenance, and talent training." The pioneer base (Phase I) of the zone is now operational, featuring six drone R&D and manufacturing factory areas, an exhibition and sales center, a training base, a command center, and a testing base. The planned area of the pioneer zone is 29.05 square kilometers. It leverages a contiguous low-altitude airspace to create a dense network of air routes, with a spatial layout of "one base, three centers, and N takeoff and landing points." A low-altitude economy and industry-city integration fund has been established, and seven ocean-specific low-altitude application scenarios have been launched, achieving commercial viability. Through multi-dimensional institutional reforms in airspace governance, scenario operation, industry cultivation, and financial innovation, the zone aims to become a benchmark for inter-island low-altitude scenarios, a cluster for island low-altitude equipment manufacturing, a model for maritime low-altitude airspace governance, and a highland for marine low-altitude standards and regulations.
Jiaojiang Biopharmaceutical Future Industry Pioneer Zone
The Jiaojiang Biopharmaceutical Future Industry Pioneer Zone builds upon the solid foundation of a national-level chemical API manufacturing base and a biomedical technology innovation export base. It focuses on developing innovative drugs, such as novel biological antibody drugs, conjugate drugs, and peptide drugs, while upgrading high-end APIs and formulations and extending into synthetic biology health products. Currently, the zone has established a special industrial fund of 1 billion yuan for synthetic biology, complemented by 40,000 square meters of standard factory buildings for the synthetic biology industry. It has landed projects like Lingyu's high-end complex preparations, Haisheng Animal Health, and Yunsheng Synthesis, and successfully attracted companies like Westlake Bio-Pharma and Ruizhou Bio-Pharma to settle in the zone. The pioneer zone covers a planned area of 12.2 square kilometers, following a "one river, two banks, three zones linking" pattern. Through innovative measures such as strengthening the primary role of enterprises in innovation, exploring a "fund + base" full-cycle empowerment model, implementing "review and approval within the park" regulatory services, and leveraging digital technology to empower R&D and pilot-scale conversion, the zone aims to continuously unblock the full chain from biotechnology R&D to mass production, striving to become a provincial benchmark for the biopharmaceutical industry.
