Huang Liping Assumes Dual Chairmanship as Shenzhen Metro Extends Another 500 Million Loan to Vanke

Huang Liping now holds the chairmanship of both Shenzhen Metro and China Vanke Co.,Ltd. (Vanke), making the loan from Shenzhen Metro to Vanke appear more like a transfer between related parties.

Recently, China Vanke Co.,Ltd. (Vanke) announced that its largest shareholder, Shenzhen Metro Group, has once again stepped in, providing a loan of up to 519 million yuan.

This loan has a maximum term of three years with an interest rate of only 2.29%, designated for repaying the principal and interest of bonds issued by Vanke in the public market. This transaction is merely the latest example of Shenzhen Metro's ongoing financial support for Vanke over the past two years.

Since 2026, Shenzhen Metro has consistently provided loans to Vanke. On January 27th, Vanke received a 2.359 billion yuan loan; on June 12th, Shenzhen Metro provided another loan of up to 1.14 billion yuan; additionally, two other loans of 369 million yuan and 141 million yuan have been successively disbursed.

To date, Shenzhen Metro has cumulatively provided loans totaling 4.528 billion yuan to Vanke in 2026. Concurrently, the two parties have signed a supplementary agreement for a 22 billion yuan shareholder loan, expanding the scope of guarantors and collateral, and have also established a framework agreement for a 2.5 billion yuan credit line.

Shenzhen Metro's sustained financial support for Vanke began in 2025, starting with the first 2.8 billion yuan loan in February, which marked the large-scale initiation of shareholder loans to aid Vanke. Throughout 2025, the total loans provided by Shenzhen Metro to Vanke reached approximately 30.796 billion yuan. Furthermore, the two parties established a framework agreement for a 22 billion yuan credit line.

Overall, including the 4.528 billion yuan provided so far in 2026, Shenzhen Metro has cumulatively extended loans to Vanke amounting to roughly 35.324 billion yuan over these two years.

Behind this series of figures lies the continuous support from the major shareholder for Vanke's risk mitigation efforts. This support has now evolved from "emergency relief" to "comprehensive management."

In June of this year, Huang Liping was appointed as the Party Committee Secretary and Chairman of Shenzhen Metro Group. With this appointment, Huang Liping officially holds the chairman positions at both Shenzhen Metro Group and China Vanke Co.,Ltd. (Vanke).

Over the past year or more, changes in the chairmanship roles at Vanke and Shenzhen Metro ultimately led to the current situation where Huang Liping concurrently leads both enterprises.

In early 2025, Vanke encountered a liquidity crisis, leading to the collective resignation of its senior management, including Yu Liang. At that time, Xin Jie, then Chairman of Shenzhen Metro Group, formally assumed the role of Chairman at Vanke.

However, this arrangement lasted only nine months. In October 2025, Xin Jie resigned from his position as Chairman of Vanke for personal reasons. He was succeeded by Huang Liping, who had already served on Vanke's board for over four years.

Huang Liping joined Vanke's board in June 2021 as a representative dispatched by Shenzhen Metro. He assumed the chairmanship of Vanke in October 2025; the following month, he made his first public appearance in this new capacity, clearly stating that Shenzhen Metro would assist Vanke in orderly risk resolution.

At that time, the chairman of Shenzhen Metro Group was still the outgoing Xin Jie. It was not until April 2026 that Xin Jie formally left his position as Chairman of Shenzhen Metro Group, after which the role remained vacant for over two months.

On June 30th, Shenzhen Metro announced that Huang Liping was formally appointed as the company's Chairman, simultaneously relieving him of his General Manager duties. Thus, Huang Liping now concurrently serves as Chairman of both Shenzhen Metro and China Vanke Co.,Ltd. (Vanke).

With Huang Liping at the helm of both Shenzhen Metro and Vanke, and Shenzhen Metro continuously lending funds to Vanke, a clear signal is being sent: Shenzhen's state-owned capital is providing a backstop for Vanke.

Huang Liping's dual role addresses previous decision-making shortcomings that relied on individual coordination, transforming lending, debt resolution, and business collaboration into institutionalized decision-making channels, resulting in higher efficiency and more stable execution.

As Vanke's largest shareholder, Shenzhen Metro's continuous loans to help Vanke repay debts and ensure project delivery essentially protect its own core investment. Stabilizing Vanke ensures that Shenzhen Metro's investment does not go to waste.

More importantly, this represents not just a capital infusion but a governance restructuring. Shenzhen Metro is dispatching personnel, managing funds, and setting strategy, comprehensively involving itself in Vanke's risk mitigation efforts.

In essence, Shenzhen's state-owned capital is determined to manage and rescue Vanke, marking Vanke's complete departure from the era of professional management and its entry into a new phase dominated by state capital.
