Guangxi Combines Production and Regulation to Boost Agricultural Quality Through Comprehensive Pesticide and Veterinary Drug Oversight

Deep News16:26

A recent conference hosted by the Ministry of Agriculture and Rural Affairs in Nanning, Guangxi, focused on advancing agricultural product quality. The meeting stressed the need to uphold safety standards, implement full-chain supervision, and strengthen the quality safety network for agricultural goods. It also emphasized enhancing standard leadership and upgrading quality benchmarks.

Guangxi is enforcing the "four strictest" requirements, guided by the "four agricultures" approach, by integrating production and regulation. This involves strict control across all stages, from farm to table, with full-chain oversight. Local responsibilities are being reinforced to ensure task completion.

Key measures include implementing party-government shared responsibility, where pesticide residue management is incorporated into rural revitalization and food safety assessments. This is tracked through four specific lists: party-government inspections, political education rectification, township duties, and disciplinary committee actions for public benefit. Enhanced unannounced inspections are conducted, with 14 regional teams performing one to two surprise checks monthly. Since 2025, three county-level officials and 17 directors have been summoned, and 25 reminder letters issued. Policy incentives link pesticide residue management effectiveness to project applications, funding, brand certifications, credit ratings, and performance reviews. In 2026, a 110 million yuan project was rejected due to prohibited drug use.

Technological innovation is bolstering quality foundations. Collaborations with academic teams have developed superior crop varieties, reducing pesticide reliance. For example, the "Guifei No. 1" tilapia strain cuts medication use by 80%. Innovative pest control, like light-repulsion technology for litchi fruit borers, has reduced fruit damage from 35% to under 0.5%, slashing pesticide use by 90%. Land-based circular tank aquaculture achieves 70% water savings, 90% land savings, 65% labor reduction, and 75% less medication. The "Digital Smart Guangxi Agricultural Safety" platform now features 155 AI monitoring devices, sending 589 early warnings, shifting supervision from reactive to proactive. A dual-code traceability system allows products like Rongan Kumquats and Guangxi Kuku Fish to supply premium retailers like Sam's Club and Hema, boosting average prices by over 30%.

Collaborative regulation is strengthening safety. The commitment certificate system has issued 735,000 certificates since 2025, a 503% increase. A "three-party, four-joint" supervision model operates at 19 wholesale markets, with joint service, inspection, disposal, and traceability, processing 168,000 batches and destroying 390 substandard ones. A grassroots network includes 8,069 township supervisors and 4,517 village assistants, with 60 million yuan annually supporting testing services. For seasonal crops like litchi and cowpeas, on-site testing and random checks are conducted at collection points. A joint mechanism among agricultural, police, and food safety authorities conducts monthly enforcement, with a blacklist system for violators facing maximum penalties and industry bans. By July 2026, 464 joint enforcement actions and 386 cases have been handled.

Guangxi has established a closed-loop promotion system of scheduling, guidance, inspections, and interviews to ensure effective implementation. Moving forward, Guangxi aims to follow a path of "standard guidance, quality foundation, and brand empowerment," leveraging the opening of the Pinglu Canal to serve the national market and explore ASEAN opportunities, contributing to China's agricultural development goals.
