Guangxi Regulator Issues Penalties on Same Day: Shanglin Rural Commercial Bank Fined 1.3 Million Yuan, CITIC Bank Nanning Branch Fined 1.1 Million Yuan

On February 13, 2026, the National Financial Regulatory Administration’s Guangxi Bureau announced administrative penalties against Guangxi Shanglin Rural Commercial Bank Co., Ltd. and its relevant responsible individuals, as well as CITIC Bank Co., Ltd. Nanning Branch and its relevant responsible individuals.

Guangxi Shanglin Rural Commercial Bank Co., Ltd. was fined 1.3 million yuan for inaccurate five-category loan classification, inadequate loan due diligence, improper loan processing, and falsification of deposit and loan data. Responsible individual Huang Baoyuan received a warning.

CITIC Bank Co., Ltd. Nanning Branch was fined 1.1 million yuan for insufficient loan investigation, inadequate post-loan management, failure to implement unified credit approval for group clients, and improper handling of bill business. Responsible individual Zhong Jianfeng was also issued a warning.
