Recently, the Hebei Province Manufacturing Strong Province Construction Leading Group issued the "Hebei Province Digital Intelligence Empowering High-Quality Development of Industrial Clusters Work Plan" (hereinafter referred to as the "Plan"). The Plan sets a goal for 2027: achieving full digital transformation coverage for manufacturing enterprises above the designated scale, specialized and sophisticated SMEs that produce new and unique products, and "frontrunner" enterprises within industrial clusters. It aims to establish 10 smart clusters, 30 provincial-level industrial brains, and 300 advanced smart factories, with the integration of informatization and industrialization in clusters surpassing the provincial average.
According to the Plan, Hebei will implement eight key projects to promote the intelligent, green, and integrated development of industrial clusters.
The first is the Enterprise Digital Transformation Project. This project will prioritize the digital and intelligent upgrade of shared factories, accelerating the networking transformation of shared factory equipment. It aims to guide all 107 key industrial clusters to establish their shared factories as smart factories. The transformation will gradually extend to cluster-based manufacturing enterprises above the designated scale, specialized SMEs, and "frontrunner" enterprises, cultivating 300 advanced smart factories. Qualified enterprises will be supported in striving for national-level exemplary and leading smart factories, setting benchmarks for digital transformation within clusters. The project also focuses on accelerating the migration of SMEs to the cloud to reduce digital transformation costs, targeting 3,000 new cloud-based enterprises annually within the 107 key clusters.
The second is the Industrial and Supply Chain Collaboration Project. This initiative promotes "chain-style" digital transformation within clusters, supporting core enterprises and their upstream and downstream partners in implementing integrated digital upgrades. It will develop an integrated innovation model of "platform + industrial chain + supply chain," cultivating a group of digital collaboration platforms for industrial and supply chains. Cluster enterprises are encouraged to implement typical application scenarios based on industry-specific "one map and four lists," achieving full-process digital transformation. An evaluation of "chain-style" digital transformation development levels will be conducted within the 107 clusters, creating records and using key indicators to guide efficient, coordinated upgrades across the supply chain, thereby enhancing the overall digital level of clusters.
The third is the Smart Cluster Construction Project. This project explores models and pathways for the holistic digital transformation of industrial clusters, aiming to cultivate 10 smart clusters characterized by high industrial digitalization, high-quality professional services, efficient operations management, and advanced infrastructure. It seeks to ensure all manufacturing enterprises above the designated scale within clusters complete their digital transformation, significantly boosting their integration of informatization and industrialization. Advanced technologies like large models and digital twins will be leveraged to empower R&D design platforms, industrial internet platforms, and logistics collaboration platforms, increasing the digital intelligence level of cluster-based producer services and achieving full service coverage for manufacturing enterprises above the designated scale. Safety production, energy management, pollution reduction, and carbon emission control systems will be promoted within cluster industrial parks to enhance operational service capabilities. Building on full "Dual-Gigabit" network coverage in clusters, the application of new network technologies like 5G-Advanced and 10-gigabit optical networks will be promoted to comprehensively upgrade the carrying capacity of cluster digital infrastructure.
The fourth is the Digital Financial Scenario Innovation Project. Using "industrial cluster digitalization + finance" as an entry point, this project aims to cultivate a batch of innovative digital transformation scenarios. Pilot shared construction projects for "industrial cluster digitalization + finance" will be launched in proactive clusters, exploring an advancement model involving "operators + banks + industrial clusters + enterprises." It will develop "digitalization + finance" products and solutions to lower transformation costs for cluster enterprises, improve the quality and efficiency of digital construction, and address challenges like difficult and expensive financing for SMEs, creating mutually beneficial and sustainable innovative scenarios. Key clusters and pilot units will be organized for matchmaking, promoting the replication and spread of the "digitalization + finance" business model within clusters through demonstration and learning.
The fifth is the Industrial Brain Construction Project. This project encourages industrial clusters to build a batch of industrial brains integrating services such as digital-intelligent transformation, centralized raw material procurement, centralized product sales, shared manufacturing, digital finance, warehousing and logistics, supply chain management, industrial chain linkage, and industrial governance. The goal is full coverage across the 107 key clusters, aggregating government, industry, and enterprise data to interconnect the industrial, supply, innovation, policy, and capital chains within clusters. A new industrial production model of "industrial brain + shared factory" will be developed, integrating shared factory resources to全面提升 the digital level of clusters and the efficiency of collaborative resource allocation. Thirty provincial-level industry-specific industrial brains will be cultivated, promoting their implementation in similar clusters and gradually expanding service coverage to all enterprises within the same industry across the province.
The sixth is the Infrastructure Enhancement Project. This project accelerates the construction of new digital infrastructure within industrial clusters, including 5G-Advanced, lightweight 5G, BeiDou, IPv6, blockchain, and edge computing, to enhance the digital carrying capacity of clusters and industrial parks. It vigorously promotes the construction of cluster industrial internet platforms, providing integrated "cloud platform + low-code + large model + cloud application" services for cluster enterprises. The widespread application of industrial internet identifiers within clusters will be promoted to improve capabilities in supply chain management, key product traceability, and product lifecycle management. A cluster industrial information security notification mechanism will be established, and classified, graded management of data security and cybersecurity for cluster enterprises will be implemented to enhance the protection level of enterprise data and network security.
The seventh is the Data Element Integration Project. This initiative strengthens data resource management, guiding enterprises to establish full-process management mechanisms for data collection, governance, analysis, and application. Enterprises and platform operators are encouraged, under compliance, to deeply mine the value of industrial data, develop standardized data products and services, and explore new models for data asset valuation, registration, and trading, cultivating new data-driven business growth points. It accelerates the construction of a provincial trusted data space, building a development system characterized by standardized operations, proprietary technology, collaborative ecology, and unified standards. Qualified clusters, platforms, and enterprises are encouraged to explore building cluster trusted data spaces, providing a trusted environment for secure, orderly data sharing and integrated applications between enterprises within clusters, between enterprises and platforms, and between government and enterprises.
The eighth is the Artificial Intelligence Empowerment Project. This project accelerates the penetration and application of AI technologies in shared scenarios within industrial clusters, aiming to cultivate 100 typical AI application scenarios. In R&D, pilot testing, and inspection stages, large models and AI agents will be applied to innovate R&D design models, promote intelligent辅助 design and new drug development, accelerate the use of virtual simulation and multi-modal fusion in pilot verification to improve efficiency and reduce costs, and apply machine vision, unmanned intelligent inspection, and intelligent precision measurement to enhance product quality and optimize processes. In manufacturing, the deep application of AI algorithms in key processes will be promoted to enable intelligent production control and improve efficiency. Equipment failure prediction models will be applied to strengthen real-time monitoring and predictive maintenance, reducing unplanned downtime and maintenance costs. In procurement, sales, warehousing, and logistics, technologies like intelligent客服, digital humans, and the metaverse will be used to develop new applications such as user behavior analysis, ad creative generation, intelligent product search, and virtual try-ons. Real-time data analysis, robotic sorting, and AI automatic recognition will enhance intelligent warehouse management and automated transportation route planning capabilities.
